SECOND ANIENDNIENT
TO RAMSEY COUNTY HOUSING AND REDEVELO NT AliTHORITY
.OINT COOPERATION AGREE T -"
The Joint Cooperation Agreement between the County of Ramsey and
("MLTNICIPALITY") commencing August 31,1991,
and the First Amendment to that Agreement, effective July 1, 1997, (collectively
"AGREEMENT") is further amendec as follows:
The effective date of this Second Amendment is July 1, 2000.
2. The AGREEMENT is amended by the addition of the following language:
A. By executing this AGREEMENT the MUNICIPALITY understands t it:
May not apply for grants from appropriations under the Small Cities
or State Community Development Block Grant (CDBG) Programs
for fiscal years during the period in which it participates in the
AUTHORITY's CDBG program; and
2. The AUTHORITY is prohibited from funding for
activities, in or in support of, any cooperating unit of general local
government that does not affirmatively further fair housing within its own
jurisdiction or that impedes its actions to comply with its fair housing
certification. This provision is required because noncompliatice by the
MLTNICIPALITY may constitute noncompliance by the AUTHORITY
which can, in turn, prov`'e eause for funding sanctions or other remedial
actions by the Departmeit
C. The MLTNICIPALITY has adopted and is enforcing:
A policy prohibiting the use of excessive force by law enforcement
agencies within its jurisdiction against any individuals engaged in
non-violent civil rights demonstrations; and
