A brov�mfleld is a site, or portion thereof, that has actual or percelved contamination and an active poien6al for <br />redevelopment or reuse. EPA is fundii: assessment demonstration pilot programs (each funded up to $200,000 over lwo <br />years), to assess browrifields sites and to test cleanup and redevebpmeM models; job training pilot programs (each funded <br />up to $200,000 over two years), to provide training for residents of communities affected by brownfiildo to fac�itate cleanup <br />ofbrow�fieldssftes and prepare t�au�aeaforfuture employment in the envlronmentalfield; and, cleanup revdving loan fund <br />programs (each funded up lo $500,000 over five years) to capitalize ban iunds to make loans for the environmental cleanup <br />of browniields. These pilot programs are intended to provlde EPA, states, tribes, municipalities, and communities wlth useful <br />information and strategies as they continue to seek new methods 10 promote a unified approach to site assessment, <br />environmental cleanup, and redevelopment• <br />BACKGROUND <br />Roseville is situated at the northdn borders of St. Paul <br />and Minneapolis. In this area, appro�mately 13 pericea� <br />of the residents live below the poverty level. Federal <br />deregulation of the trucking industry in 1980 resulted <br />in trucking terminals located in Roseville reducing or <br />moving their operations. In response, the City set up a <br />tax increment financing district to help fund <br />redevelopment The redevelopment area of Twin Lakes <br />includes 168 acres of underutilized and deteriorating <br />industrial properties. To date, 58 sites (or 113 acres) <br />have been redeveloped. The City of Roseville is a <br />Brownfields Assessmen� Pilot. <br />BCRLF OBJECTIVES <br />The BCRLF goals are t0: <br />Provide incentives for remediation of <br />contamination; <br />.
