REQUEST FOR COUNCIL ACTION <br />DATE: OS/22/00 <br />ITEMNO.: C-8 <br />Department ApprovaL• Manager Reviewed: Agenda Section: <br />� ��--"p'� � Consent <br />Item Description: Resolution requesting a variance for State Aid approval pertaining to City <br />ProjectNo. P-95-12. <br />Background: In April of 1995, the City received bids to mill and overlay Prior Avenue, from <br />County Road B2 to Oakcrest Avenue, and Oakcrest Avenue, from Snelling Avenue to Fry Street. <br />Prior to the bid opening, the City had forwarded a set of plans and specification to the State Aid <br />Office for State approval of the project. On February 13, 1995, the City Council awarded the <br />contract to Central Landscaping for the mill and overlay work for both Prior Avenue and Oakcrest <br />Avenue. The resolution awarding the bid did not have the statement "This award of bid is subject to <br />the State Aid approval of the project". This statement is required if the award of bid is approved by <br />City Council before the approval by the State Aid Engineer occurs. The State Aid Engineer gave <br />State approval for the project in May of 1995. At the time, he was unaware that the City had already <br />awarded the contract to Central Landscaping without the required statement of State Aid approval. <br />Policy objectives: Based on past practice the City Council has awarded the contract to the lowest <br />responsible bidder. In this case, 1995 Contract B, Segment 2 was awarded to Central Landscaping. <br />The resolution in 1995 did not have the statement of State Aid approval. The resolutions have been <br />modified to include that statement for all future awards. <br />Financial implications: By adopting this resolution, the City of Roseville is eligible for $5,416.51 <br />which would be paid from the State gas tax fund. <br />Staff recommendation: S� recommends the Council approves the resolution requesting a <br />variance to the procedures required in awarding contracts when the project has State Aid funds <br />eligible. <br />RECOMMENDED COLTNCIL ACTION: Approval of a resolution requesting a variance in <br />awarding 1995 Contract B, Segment 2 for S.A.P.
