REQUEST FOR COUNCIL ACTION <br />DATE: 5/22/00 <br />ITEM N0: F-1 <br />DepartmentApproval: Manager Reviewed: Agenda Section: <br />Reports/Recommendations <br />Item Description: Approval for Relocation of Roseville Activity Center <br />Programs and OfFces <br />BACKGROUND <br />The Roseville Activity Center has been a vital part of the community serving over 52,000 <br />citizen occurrences on an annual basis. The building, which was originally the Ralph <br />Reeder School of the Mounds View School District, was constructed in 1962. As a result of <br />the age and types of construction materials used, there are now several health and safety <br />issues relating to the continued use of this space. Staff has researched other sites for <br />relocating the community activities, parks and recreation offices and the storage of city and <br />community equipment. Using the criteria of a) finding the most usable space, b) the most <br />accessible and compatible space and c) the most affordable temporary space, staff <br />believes the best site for the temporary relocation of space is the Fairview Center owned <br />and operated by the Roseville Area Schools. Staff has negotiated for approximately 6,603 <br />square feet of space at Fairview for offices, community meeting space and storage. <br />Initially only 5,115 square feet will be available but it is anticipated that the remaining 1,488 <br />square feet will become available by the end of this year or early next year. <br />POLICY OBJECTIVE <br />The proposed relocation of activities and offices from the current Roseville Activity Center <br />to the Fairview Center is consistent with passed policy of providing the best community <br />space and staff office accommodations within the affordable budget. <br />FINANCIAL IMPLICATIONS <br />The regular leased cost of approximately 6,603 square feet according to the Districts rental <br />scale is $80,950. Staff has negotiated an annual cost of $58,950 per year for three years <br />with an annual escalation of 3% per year. In addition there would be site-remodeling costs <br />of $18,000 and inkind services in the amount of 84,000. Either party may terminate the <br />lease with 90 days written notice. There is also a cost of approximately $55,000 for <br />furniture and equipment for the 10 staff inember offices. There are no other major costs <br />anticipated that are directly related to the relocation project. Staff will be developing a <br />report for the Council pertaining to the demolition and/or temporary boarding up of the <br />Roseville Activity Center after the October 15 relocation takes place. <br />
