EXTRACT OF MINUTE OF MEETING <br />OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br />***************** <br />Pursuant to the due call and note thereof, a regular meeting of the City Council of the City of Roseville, <br />County of Ramsey, Minnesota was duly held on the 22nd day of May, 2000 at 6:30 p.m. <br />The following members were present: <br />and the following were absent: <br />Member <br />introduced the following resolution and moved its adoption: <br />RESOLUTION <br />AUTHORKING THE ROSEVILLE POLICE DEPARTMENT TO PARTNER WITH THE RAMSEY <br />COUNTY MANAGER'S OFFICE AND THE ST. PAUURAMSEY COUNTY DEPARTMENT OF PUBLIC <br />HEALTH TO BUILD AND TO DEVELOP A PUBLICITY CAMPAIGN TO EXPAND THE SAFE GUN <br />STORAGE CAMPAIGN THROUGHOUT THE COMMUNITY OF ROSEVILLE. <br />WHEREAS, <br />WHEREAS, <br />WHEREAS, <br />WHEREAS, <br />WHEREAS, <br />WHEREAS, <br />WHEREAS, <br />WHEREAS, <br />WHEREAS, <br />Approximately 1,500 children each year are rushed to hospital emergency rooms with <br />accidental gun injuries; and <br />Nearly 40,000 people are killed and more than 100,000 injured with firearms annually in <br />the United States; and <br />Every day in America, sixteen children, age 10 and under, are killed in gun homicides, <br />suicides, and unintentional shootings; and <br />Hospital and emergency rooms treat four children for gunshot wounds for every child <br />killed by gunfire; and <br />The Center for Disease Control and Prevention asserts that the cost per person of <br />firearms fatalities are the highest of any injury related death; and <br />Guns are present in 51 % of Minnesota households, with an average of four guns for <br />each of these households; and <br />53% of gun owners surveyed did not lock up their guns; and <br />Gun owners in Minnesota report their primary usage as hunting (75%) other recreation <br />(14%), other (8%), and self-defense (3%); and <br />Gun locks, also known as child safety locks, act to prevent injury and death because <br />they prevent a gun from being fired; and <br />WHEREAS, United States' gun manufacturers: Smith & Wesson, Strum, Ruger and Co., Glock, <br />Beretta, Taurus Firearms, Heckler and Kock, H&$1871, SigArms, and O.F. Mossberg <br />and Sons, have recently begun to include trigger locks with their new guns, <br />representing 80% of new handgun sales; and <br />WHEREAS, New gun sales account for slightly more than one third of the guns acquired by <br />Minnesota residents, with the remainder being obtained as gifts, inheritance, private <br />sale, and gun shows, all of which do not require that a trigger lock or other safety <br />device be included; and <br />
