REQUEST FOR COUNCIL ACTION DATE: 5/22/00 ITEM NO.: F- 3 Department ApprovaL• Manager Reviewed: Agenda Section: � Reports/Recommendations Item Description: Re�ection of bid and authorization to re-bid -- Larpenteur Avenue Streetscape, City Project P-S W-99- 14 Background: On December 13, 1999, the City Council approved plans and specifications and authorized the advertisement for bids for the Larpenteur Avenue Streetscape proj ect. This proj ect is being built in conjunction with the reconstruction of Larpenteur Avenue by Ramsey County. Bids for this project were opened on Tuesday, May 16, 2000. Only one bid was received. Jay Brothers, Inc. $2,167,750.05 (Engineer's estimate = $2,400,000) While the one bid is within the price range expected for this project, staff is uncomfortable with the lack of additional bids. Considering the large size of this proj ect, it is desirable to have multiple bids to compare between contractors and to ensure that the proj ect was bid within a competitive environment. The proj ect specifications limit the amount of contractor mobilization to 5% of the total proj ect amount. Jay Brothers' bid does not conform to this provision of the specifications and includes mobilization of �' approximately 9%. The bulk of this project is expected to be constructed after the State Fair (September 5, 2000). Therefore time is available to m-solicit bids. Considering the lack of multiple bidders, accommodating proj ect schedule and the small discrepancy in the one bid received, staff recommends that the Council rej ect all bids and direct staff to re-advertise for a new bid opening on June 20, 2000.
