3.0 STAFF FINDINGS & CONDITIONS 3.1 Proposed Parcels A and B meets all dimensional and area requirements for new lots created within "R-1", Single Family Residential District. 3.2 The proposed minor subdivision sh. � �ld provide a five-foot wide utility and drainage easement adj acent each property of both Parcel A and B. 3.3 Prior to City signature on the Quit Claim Deeds (required division recording instrument) the existing detached garage shall be relocated to Parcel A or completely removed from Parcel B. 3.4 A detailed grading plan with the building slab or first floor elevation and drainage depicting directional flow must be submitted to the .City Engineer for review and approval prior to building permit issuance for Parcel B. 3.5 The City policy is to accept parkland or cash in lieu of land dedication for the creation of new lots. In this case, cash will be accepted in lieu of parkland dedication. The dedication fee is $500.00 for the newly created Parcel B. The fee shall be collected prior to issuance of a building permit on said parcel. 3.6 The City policy is to accept a Sewer Availability Charge (SAC) upon the issuance of a buildingpermit. In this case, a SAC fee is required and will be collected upon the issuance of a building permit for Parcel B. 3.7 The City Engineer must review and approve the driveway curb cut along Huron Avenue prior to the issuance of building permits. 3.8 The applicant must record the two lot minor subdivision within 60 days after the approval of the City Council. 4.0 STAFF RECOMMENDATION The City staff has reviewed this minor subdivision proposal and concluded it meets the requirements of the Comprehensive Plan and Zoning Ordinance. Based on these findings and subj ect to the conditions listed in Section 3.2 through 3.8, the City staff recommends approval of the proposed minor subdivision by Jerome Krueger.
