1.0 <br />REQUEST FOR CITYCOLINCIL ACTION <br />Approval: <br />DATE: 6/27/00 <br />ITEM NO: c-3 <br />City Mana er Approval: Agenda Section: <br />`���� �- CONSENT <br />Description: Resolution Providing the City Manager with the Authority to <br />Execute Documents Regarding Acceptance and Administration of the <br />US Environmental Protection Agency Brownfield Cleanup Revolving <br />Loan Fund <br />REQUESTED ACTION <br />1.1 The City of Roseville has been awarded $500,000 from the US Environmental Protection <br />Agency to provide environmental clean up loans needed for the implementation of <br />redevelopment within the Twin Lakes Redevelopment Area. <br />1.2 As part of that acceptance, the City is required to prepare a detailed work plan and execute <br />several federal assistance forms pertaining to the grant. By approving the attached <br />resolution the City is formally accepting the grant and authorizing the City Manager <br />to execute the required federal assistance forms and administer the work plan. <br />2.0 BACKGROUND <br />2.1 As part of the ongoing efforts to collaborate with other agencies and access additional <br />funding sources for the redevelopment of Twin Lakes, the City of Roseville submitted an <br />application to EPA for $500,000 in cleanup funds. The City was eligible to apply for the <br />funds as a previous EPA Brownfield Demonstration Pilot community. <br />2.2 The goal of the EPA Brownfield Cleanup Revolving Loan Fund is to provide low-interest <br />loans to leverage funds for the cleanup and redevelopment of Brownfields. The City of <br />Roseville's goals for use of the fund include: <br />Offering an incentive for property owners to clean up their properties. <br />Creating a funding source that will be available for unforeseen cleanup costs that may <br />be identified during the assessment, cleanup and construction processes. <br />Providing a source of matching funds for property owners and the City of Roseville <br />necessary for accessing grants from other agencies such as the Minnesota Department <br />of Trade & Economic Development. <br />Partnering with local banks to create funding strategies for brownfields cleanup <br />whenever possible, in order to leverage EPA funds and to encourage lending <br />institutions to participate in environmental cleanup proj ects. <br />2.3 The US EPA notified the City of Rosevrlle on their selection of Roseville for the <br />Brownfield Cleanup Revolving Loan Fund in a letter dated May 18, 2000 with the <br />requirement to prepare a work plan and complete documents that constitute a cooperative <br />RCA BCRLF Grant (6/27/2000) - Page 1 of 2 <br />
