Roll Call, Ayes: Wiski, <br />Mastel, Maschka and Kysylyczyn. Nays: None. <br />H-1 The City Council opened the continued public hearing and received Lake Ridge <br />public comment. Parking Lot Expansion <br />Excavation Permit <br />Maschka moved, Mastel seconded, to approve the plans as �PF3221) <br />submitted for permits on June 12, 2000 and authorize the issuance of <br />an excavation permit subject to completion of the items including 1) <br />The two mature cottonwood trees on the west side of the property <br />will not be removed. 2) Cedar fence will complete property lines of <br />property owners (property adjacent to Lake Ridge property only. 3) <br />Noise buffers will be constructed around roof mounted cooling and <br />heating machines. 4) Will work with each individual property <br />owner to transplant appropriate vegetation along borders. 5) Will <br />construct an 8 foot fence vs 6 foot, subject to review of the Planning <br />Commission and final consideration of the City Council. 6) Keep <br />open communications throughout the construction process with a <br />commitment to a final product that will meet the needs of Lake <br />Ridge as well as the beset interest of adjacent property owners. 7) <br />Lake Ridge will construct a 30 foot retaining wall (give or take 5 <br />feet) in from Mr. Tessmer's property line. This will allow for <br />approximately 300 square feet of current vegetation to remain in <br />place directly between the Tessmer home and the Lake Ridge <br />project. 8) Lake Ridge will work with Mr. Tessmer upon <br />completion of this portion of the project to fill insignificant gaps in <br />the natural border with two additional spruce trees. 9) Lake Ridge <br />will preserve the cedar tree located in the North Eastern corner of <br />the Tessmer property. Lake Ridge will also preserve the spruce tree <br />located in the North Western corner of the Tessmer property. 10) All <br />spruce trees are to be a minimum of 8' in height with four to five <br />additional spruce trees planted adjacent to the Houle property. Also <br />subject to completion and review of the final landscape plans by <br />staff; approval by Grass Lake Water Management Organization; and <br />approval of the emergency access traffic plan within the new <br />parking lot configuration by the Fire Marshall.
