REQUEST FOR COUNCIL ACTION <br />DATE: 9/11/00 <br />ITEM N0: F-1 <br />Department Approval: Manager Reviewed: Agenda Section: <br />Reports/Recommendations <br />Item Description: Rejection of Bids forDale Street Soccer Fields Renovation <br />BACKGROUND <br />The 2000 PIP includes the renovation of the two soccer fields in Central Park. The staff, <br />working with BRA, developed specifications for the project, which included: <br />. Excavation of existing soils <br />Replacement with amended and blended soils <br />Installation of drain tile system <br />Seeding and restoration <br />. An alternate was included for chain link fencing during the construction process <br />. Note: irrigation is planned for the site under a separate contract. <br />The project was bid and only one response was received from Glen Rhebein Excavating, <br />Inc. in the amount of $256,359.50. The original design estimate and budget for the <br />project was $90,000. Staff is recommending that the project be redesigned to make the <br />construction more oriented for a recreation field rather than a higher quality, competitive <br />playing field. Staff believes this can be accomplished within the budget. <br />POLICY OBJECTIVE <br />The process used for bidding the project is consistent with the required bidding procedures. <br />The planning and design procedures incorporated the expressed policy of providing high <br />quality facilities. <br />FINANCIAL IMPLICATION <br />There is $124,000 in the 2000 PIP budget for this project. <br />STAFF RECOMMENDATION <br />The staff recommends that the bid of Glen Rhebein Excavating, Inc. in the amount of <br />$256,359.50 for the renovation of the two soccer fields in Central Park be rejected because <br />of being substantially over the budgeted amount. <br />COUNCIL ACTION REQUESTED <br />Motion rejecting the bid of Glen Rhebein Excavating, Inc., for the renovation of the two <br />soccer fields in Central Park in the amount of $256,359.50 for the fields and the chain <br />link alternate of $12,077.50, because of being substantially over the budgeted amount. <br />
