REQUEST FOR COUNCIL ACTION
DATE: 9/11/00
ITEM NO.: H-2
Department ApprovaL• Manager Reviewed: Agenda Section:
` Hearing
Item Description: Public hearings for special assessment rolls for 1999 improvement projects
Background: On August 14, 2000, the City Council set a date to hold public hearings for the
purpose of establishing special assessments for various improvements which were constructed
last year. Assessment rolls for the projects will be considered at public hearings to be held
September 11, 2000. It is suggested that the public hearings be conducted according to the
attached agenda.
At the assessment hearings, staff+ will have available specific information for each of the projects
to be assessed. Information will include a description of the proj ect, proj ect financing, and a
discussion of typical assessments for properties benefiting from each of the improvements. Staff
will summarize the City assessment policy and how it has been applied to each particular proj ect.
Engineering Department personnel will be available in the engineering conference room during
the hearing to answer specific questions that property owners may have regarding how individual
assessments were calculated, how front footage was determined, and how payments for
assessments can be made.
It is suggested that if property owners have individual complaints about the quality of
construction as part of the project or specific information about project deficiencies, these should
also be referred to the Engineering Department personnel in the conference room during the
hearing. These will be addressed by staff and resolved prior to the time that the Council
considers adoption of the final assessment roll on September 25, 2000. Typically, these kinds of
complaints relate to quality of finished construction and are covered under the one-year contract
warranty period. During the past several weeks, we have been working with last year's
Pavement Management Program contractors in an attempt to resolve most of these minor clean-
up and construction correction items. Correction of these types of problems should not delay the
adoption of assessment rolls.
Projects to be assessed are as follows:
P-99-02-19 Woodlynn Avenue, South Owasso Boulevard to Farrington Court
Farrington Court, Cul-de-sac to Cul-de-sac
P-99-02-22 Woodbridge Street, Woodlynn Avenue to South Owasso Boulevard
Woodlynn Avenue, Rice Street to Cul-de-sac
