Department Approval <br />�� <br />Request for Council Action <br />Manager Approval <br />Date: 9.25.00 <br />Item Number: F-1 <br />Agenda Section <br />Reports and Recommendations <br />Item Description: <br />Resolution in Agreement to Support and Participate with the League of Minnesota Cities and Other Local <br />Governments of Minnesota in the "Building Quality Communities" Campaign <br />Background• <br />In July 2000, the LMC launched the Building Quality Communities campaign. As a member of the LMC, <br />Roseville may elect to participate through formal Council action. Since the launch, 83 communities adopted <br />resolutions in support of the campaign. <br />In 1999, the growth in negative comments about local governments by state legislators, increased resident <br />cynicism and decline in voter participation spurred the LMC to hire a public relations firm to evaluate <br />qualitative feedback from state officials, the media and citizens. The evaluations purpose focused on <br />development of a strategy to overcome the potential outcome of such comments that may weaken democracy <br />and communities. The LMC study culminated with the Building Quality Communities campaign. The <br />campaign targets increased citizen and community groups' involvement in government, as well as translating <br />this information and community successes and partnerships to state legislators and other state officials. In <br />addition, the campaign proposes to move local government community discussions from solely tax levels to link <br />tax levels and quality of life. <br />Policv Obiective: <br />Communities that enact the LMC proposed resolution supporting the Building Quality Communities campaign <br />commit to participating in the statewide education campaign to: <br />-Communicate with residents; <br />-Seek opportunities to involve and engender resident trust; and, <br />-Focus on enhancing the perception of government. <br />The Building Quality Communities key messages list includes: work for safe neighborhoods, create economic <br />vitality, provide opportunities for all citizens, value children and families, encourage citizen involvement in <br />community building, foster pride in community, work in the interest of citizens and plan for the community's <br />future. These messages mirror many of Roseville's Communication Plan key messages. <br />In addition, Roseville currently communicates with the LMC targeted groups and encourages citizen <br />participation in a number of ways. <br />Roseville communicates with citizens, community groups and state legislators through: <br />-Roseville Wrap (six issues annually; <br />-News fax (26 issues annually); <br />-Community event invitations (next: Open House 10/14/00); <br />-City packet; and, <br />
