4. Implementation. Has the submission been <br />executed effectively? If not yet implemented. does <br />the plan or project show promise for being <br />executed effectively? <br />5. Comprehensiveness. To what extent ha��e <br />planning principles been obser��ed, especially <br />consideration of the project's effects on other <br />public objectives'? <br />III. RULES FOR NOMINATIONS <br />If an agency, fu-m or organization is being <br />nominated for a"project" or "service" award <br />(all except the Distinguished Leadership <br />awards) at least one of the principal <br />contributors to the plan, program. or project <br />must be a MnAPA chapter member. <br />• Persons who submit nominations need not be <br />MnAPA members. <br />• Submissions for the project awards must ha��e <br />been completed after August L 1997. <br />• No person. agency or organization shall <br />submit more than three nominations. <br />• Completion of the nomination form and <br />submittal of narrative and supporting material <br />is the responsibility of the nominator or <br />nominee. The Awards Committee cannot <br />complete or augment incomplete submittals. <br />• The Awards Committee may reclassify any <br />nomination that appears to be entered �n an <br />inappropriate category. <br />• The Awards Committee may submit <br />nominations for any of the categories of <br />awards. <br />• More than one award may be presented in the <br />same category. <br />• Awards will be granted only for achievement <br />or leadership that judged to be meritorious by <br />the Awards Committee: thus, awards may not <br />be presented in all categories. <br />IV. THE NOMINATION PACKET <br />A complete nomination shall consist of three parts: <br />the nomination form. the narrative and <br />supporting material. The nomination form is <br />attached to this announcement. XII applicable <br />blanks. including those requiring signatures. <br />should be filled out. <br />The narrative's main purpose is to answer this <br />question: �� hat distinguishes the nominated person <br />or project from others and so merits an award'? <br />tiarrati��es for nominations for project awards <br />should describe the following: <br />the plan. program or projecr. <br />its purpose: <br />the process used to develop it: <br />its timing and schedule: <br />its budget: <br />persons �� ho �corked on it: <br />persons who supervised it: <br />citizen or client involvement: <br />unusual constraints: <br />ho�� the plan. program or project meets che <br />criteria listed in Section II. abo��e. <br />Supporting material includes ne�i�spaper articies. <br />letters. photographs. ��isual aids and other rele��ant <br />information and. if applicable. the plan. plan <br />element. ordinance or other document that i: the <br />subject of the nomination. <br />Nomination forms and narratives must be typed. <br />Five copies of the form. narrative and supporting <br />material must be submitted. <br />V. PRESENTATION OF AWARDS <br />A����rds will be presented at the Upper Midwest <br />Regional Planning Conference. September 20-22, <br />in Duluth. Award recipients will be invited to <br />e�ibit their projects. plans or programs at that <br />conference. A news release announcing the awards <br />will be distributed to media during the week of the <br />conference. <br />VI. SUBMITTING NOMINATIONS <br />Monday, August 7 2000, is the deadline for <br />submitting nominations.
