August 4, 2000 <br />Mr. Brad Scheib <br />Awards Committee Chair <br />Hoisington Koegler Group, Inc. <br />123 North Third Street, Suite 100 <br />Minneapolis, MN 55401 <br />Dear Mr. Scheib and Award Committee Members: <br />I understand Dennis Welsch has been nominated for the Distinguished Leadership <br />Award of the Minnesota Chapter of the American Planning Association. Please accept <br />this letter in support of Dennis' nomination. <br />I have known Dennis for over 15 years and worked directly with him for four years when <br />he served as the Community Development Director of the City of White Bear Lake. <br />During those years, I observed Dennis greatly increase the professionalism of the <br />Planning Department of White Bear Lake and help improve the skills of his staff and <br />Planning Commissioners. Dennis instituted an internship program that flourishes today <br />and has contributed to the professional development of over 10 excellent planners. <br />Dennis was also considered by members of the Planning Commission to be an <br />outstanding asset in the training of volunteer commissioners and in providing them with <br />guidance and assistance. <br />Dennis was also instrumental in laying the groundwork for the City's downtown <br />preservation plan, selecting the site for a new City Hall, completing a major corridor <br />study along Highway 61, and significant changes to the City's Zoning Code and land <br />use approval process. <br />Dennis gained and retained the respect and appreciation of elected and appointed <br />officials of White Bear Lake and his co-workers. He is a credit to his profession and <br />deserves the distinction for which he has been nominated.
