3.3.2 Signs (proactively enforced) <br />. Each of three inspectors uses 2 hours a week to drive an assigned territory. <br />Remove any pole signs <br />Document any banner signs and send form letter to the offending business. <br />If compliance not obtained, proceed to $50 administrative ticket and then to <br />court citation. <br />. Sign maintenance <br />- pursue signs in disrepair <br />3.3.3 Typical Enforcement procedures for most violation types <br />. Any staff, who observes or receives notice of a violation, records the <br />violation for follow-up by the landuse inspector. <br />. Landuse inspector will utilize time, not dedicated to citizen complaints or <br />scheduled inspections, driving residential and commercial areas in search of <br />violations visible from the street. <br />. Violations verified will be documented on a violation form and a picture of <br />the violation taken. <br />The Sr. Office Assistant will record the violation in the computer, mail the <br />violation notice to the property and file the form copy and picture. A re- <br />inspection will be scheduled, typically for two weeks out (12 days are given <br />to correct the violation). <br />A re-inspection occurs. If the violation is corrected (appro�mately 50% are <br />corrected by this time) the file is closed. If the violation is not corrected, <br />another picture is taken. A second notice is sent (following a review by the <br />Codes Coordinator) warning of a possible $100 fine (administrative ticket) <br />or further legal action. A re-inspection is scheduled for two weeks out (12 <br />days are given to correct the violation). <br />A re-inspection occurs. If the violation is corrected (appro�mately 85% are <br />corrected by this time) the file is closed. If the violation is not corrected the <br />Codes Coordinator inspects the site to verify the violation and to initiate <br />contact to attempt a resolution. <br />If still in violation a decision must be made whether to issue an <br />administrative ticket ($100.00) or a Ramsey County Court citation. If it is <br />determined by staff that an administrative ticket will be effective, and likely <br />resolve the issue, one will be issued. If it is determined by staff that an <br />administrative ticket would not be effective or would not resolve the issue <br />(or, if an administrative ticket has been issued but has not brought the <br />violation into compliance) a Ramsey County Court citation is issued and the <br />case referred to the City Attorney. <br />Note: Cases are rarely this simple and straightforward; however, this <br />outlines the basic procedure/method. <br />3.3.4 Education: Pursue compliance by educating and informing both citizens and <br />businesses.
