REQUEST FOR COUNCIL ACTION <br />DATE: 10/02/00 <br />ITEM: F-1 <br />Department ApprovaL• Manager Reviewed: Agenda Section: <br />�� /1 Reports/Recommendations <br />C��--\�-`� �/ <br />Item Description: Victoria Street/ Roselawn Avenue intersection redesign. <br />Background: As a part of the Dale Street/ Roselawn Avenue Pathway proj ect, we are reconstructing the <br />intersection of Victoria Street and Roselawn Avenue. A public hearing was held on July 26, 1999. The <br />approved design of this intersection is a T-intersection that included one stop sign on northbound Victoria <br />(Alternative 1). <br />Recently, in response to neighborhood comments, we investigated the possibility of changing the <br />intersection from the approved T-intersection (Alternative 1) to a 3-way stop intersection (Alternative 2). <br />The intent of this redesign was to slow east-west traffic on Roselawn Avenue and Victoria Street and to <br />improve the pedestrian crossing at the intersection. Alternative 2 was reviewed with the most impacted <br />property owners. While the parties were supportive of the goal to reduce traffic speeds, no consensus was <br />reached regarding the best alternative. Therefore, staff decided to proceed with the original approved T- <br />intersection (Alternative 1). <br />At the September 25 City Council meeting, two petitions were presented to the Council by neighbors <br />concerning this intersection. One supports Alternative 1. The second supports Alternative 2. The City <br />Council received both petitions and directed staff to put this issue on the October 2, 2000 agenda. The <br />neighbors within 350 feet of the intersection have been notified of the October 2, 2000 meeting with a <br />letter that contains information regarding both alternatives. <br />Financial Implications: There would be no additional costs associated with a decision to construct <br />Alternative 1. Alternative 2 would cost approximately $5000 more to construct than Alternative 1. <br />Schedule: Paving is scheduled for the Roselawn Avenue/ Victoria Street intersection the week of October <br />2, 2000. The contractor deadline for substantial completion of this project is November 3, 2000. If the <br />Council decides to construct Alternative 2, the overall proj ect may be delayed. <br />Staff Recommendation: Both alternatives meet engineering standards and are a significant improvement <br />over the intersection that existed prior to this proj ect. Alternative 1 is the most standard when compared <br />to traffic engineering manuals. Alternative 2 is better suited to overall <br />neighborhood concerns. <br />RECOMMENDED COUNCIL ACTION: <br />Motion to reaffirm the approved T-intersection design (Alternative 1) at the intersection of Roselawn <br />Avenue and Victoria Street <br />Or; <br />Motion to approve a 3-way stop (Alternative 2) at the intersection of Roselawn Avenue and Victoria Street. <br />Prepared By: Debra Bloom, Assistant Public Works Director <br />
