September, 25, 2000 <br />Roseville City Council: <br />I have lived at the south west corner of Roselawn and Victoria for 1 year and 2 months. I have seen <br />numerous things happen at this intersection over the past year, and am very excited that they have <br />reconfigured and narrowed the road. I am also thanldul that they decided to move the location of the stop <br />sign. <br />I am concerned that there are people in the neighborhood who would like to have a 3-way stop at the <br />comer. I have voiced my complaints to Deb Bloom and Karl Keel. <br />I believe that Karl and Deb both agree that the new configuration of the intersection is a huge improvement <br />over the old configuration. <br />The reasons for my concern: <br />. Increased Noise Levels <br />. Headlights in my livingroom window <br />. Traffic Congestion <br />. Greater potential for accidents in the icy winter months. (see diagram of 3-way) <br />I believe that with a 3-way stop we are going to have 3 times as much noise pollution. This may not affect <br />some neighbors as much as others, but given the fact that all 3 of my bedrooms have windows adj acent to <br />the street, it affects me greatly. The way it is I hear cars that peel out after they complete their stop, if the <br />3-way stop goes in there will be 3 times as many peel outs. At 11PM this is not a welcome noise. <br />If there is a 3-way stop installed, the traffic going southwest is going to have to come to a stop. It is <br />proposed that the headlights will face directly at the front of my home, specifically into my living room, <br />again affecting a main living area. If we install a 1-way stop, the traffic will not be angled into my home at <br />all, but rather on the road going west, where it belongs. <br />Along the same lines, with the additional congestion, I am going to continually have cars either on the side <br />of my property, or facing into my front windows. None of the other neighbors full yard or home is in as <br />much view as mine. They all have wooded back yards away from the street. <br />I believe that in the winter months there will be a much greater incident of accidents if the proposed "Y" is <br />installed. Again please look at the diagram and see that they will have cars from both the east and west <br />direction facing south (and if either car slides, they are going to smack into one another, or better yet- my <br />frontyard! !). <br />I think the solution to slowing the traffic is clearly decreasing the speed limit.
