(PF325 1) <br />At the Council meeting on September 25, the Council continued discussion of this issue to <br />October 2, 2000. Topics to be discussed at the October 2, 2000 meeting follow questions <br />asked at the September 25th meeting: <br />. Is Bingo at a shopping center a permitted use; an amusement "device"; or an <br />amusement establishment. How do Chapter 303 (Devices) and 304 (Bingo) of the <br />City Code apply? <br />. Is Bingo an intensification of the shopping center? <br />. Does the proposal follow the Comprehensive Plan? <br />. Are there serious traffic congestion and parking issues? What are the number of <br />spaces? <br />. Was notification adequate? <br />. How does the 24 hour service ordinance affect this proposal? <br />. What conditions should/could be added to the Conditional Use Permit? <br />Staff and the City Attorney are currently researching these issues and will report findings <br />on October 2, 2000. <br />1.0 REQUESTED ACTION <br />1.1 Engelsma Limited Partnership LLP, requests approval of a Conditional Use Permit to <br />allow a bingo hall to operate within a portion (11,650 sq. ft.) of the former grocery store <br />bay at Hamline Center. The bay area the bingo hall would occupy is located at the <br />southeast portion of the strip center adjacent to the Hamline Avenue access. <br />2.0 BACKGROUND <br />2.1 Kraus-Anderson representatives met with City staff to review the possibility of utilizing a <br />portion of the Hamline Center for use as a bingo hall. Their interest concerned whether <br />the use was allowed and what improvements might be necessary. <br />2.2 Hamline Center has a zoning of S, opping Center, for which the B-2, Retail Business <br />District uses (permitted, conditional, and accessory) apply. The City Attorney and staff <br />reviewed Section 1005.04 of the Roseville City Code and determined that a bingo hall <br />was a similar use to that of an amusement establishment and would require a conditional <br />PF3251 RCA (100200) Page 1 of 7 <br />
