REQUEST FOR COUNCIL ACTION Date:10/23/00 <br />Item No.: E-4 <br />Department ApprovaL Manager Reviewed Agenda Section <br />(�' � �� Oraanizational Business <br />l <br />Description: Addition of Selected Council Policies To Be Included as Part of the 2001 <br />Approved Budget <br />Background <br />During both the budget work meetings and at the October 16, 2000 work session, the Council has <br />had an opportunity to discuss the attached draft policies, which were included in the 2001 proposed <br />budget . It is staff's understanding that while they are not perfect in form and wording, they are a <br />good start. Most importantly, the policies provide strong support to staff to not only continue a <br />number of the efforts e.g. collaboration with other communities and agencies, but also provide an <br />even stronger support to the Council in helping to communicate their work to the larger community. <br />Policy Implications <br />The addition of these policies are congruent with the Council's desire to better enable them to focus <br />on larger, broad community issues, leaving the day-to-day implementation to staff. <br />Financial Implications <br />It is expected that while there will be no direct fiscal impact, the policies will assist in helping to <br />provide budget direction, help in validating the budget process and ultimately the shape of future <br />investments and tax rates. <br />Staff Recommendations <br />Stal�is recommending that the attached policies regarding, Collaboration, CommunityParticipation, <br />Community Technology, City Legislative Program Process, and the revised tax increment policy be <br />approved with the full recognition that further refinement of policies is expected as part of an on- <br />gomg process. <br />Council Action <br />Motion to approve the attached fiscal, operational and program polices for inclusion in the 2001 <br />final approved budget. <br />
