Policy Implications: <br />Roseville's assessment policy is to only assess properties once for storm sewer unless the improvement <br />directly benefits a given property. In the case of Twin Lakes, properties had been originally assessed for <br />storm sewer many years ago. When the new Twin Lakes Regional Pond was constructed, properties were <br />assessed a second time for the cost to provide stormwater treatment -- an added benefit not provided by <br />the original storm sewer project. The construction of this pond will allow these properties to redevelop <br />without individual onsite stormwater treatment ponds - a new requirement of all redevelopment projects. <br />The construction of the proposed Wilson Pond Connection project will provide a general public benefit, <br />the reduction of flooding on Cleveland Avenue, but will not provide a direct benefit to individual <br />properties. Therefore, it is recommended that the cost of this improvement not be assessed. <br />Financial implications: The cost of the proposed Wilson Pond Connection project, $80,000 is proposed <br />to be taken from the Storm Drainage Fund. This project is not part of the approved 2000 budget. <br />Staff Recommendation: It is recommended that the Wilson Pond Connection project be constructed as <br />soon as possible. Two Council actions are necessary for this project to proceed -- appropriation of funds <br />to construct the improvement and permission to advertise for bids. <br />RECOMMENDED COUNCIL ACTION: <br />Approval of a motion to allocate $80,000 from the Storm Drainage Fund to construct the Wilson Pond <br />Connection project. <br />. , <br />Approval of a motion approving the Wilson Pond Connection project and authorizing the advertisement <br />for bids. <br />Prepared by: Karl Keel <br />
