6.3 The Planning Commission recommended approval (4-2) of the request by Engelsma <br />Limited Partnership LLP for a condition use permit to operate a 11,650 sq. ft. licensed <br />bingo hall in Hamline Center, 2807 Hamline Avenue North, based on the findings <br />outlined in Section 3 of the project report and based on the conditions stipulated in <br />Section 4.1 of this project report (dated 9/23/00). <br />7.0 SUGGESTED CITY COUNCIL ACTION <br />Three alternatives appear possible: 1) offer a resolution to approve the project; 2) <br />continue the project for more information; 3) request additional information from the <br />staff and/or City Attorney in order to deny the proposal based on an outline of findings <br />offered by the CounciL (The decision deadline in December 16, 2000.) <br />7.1 Staff recommends adopting a resolution (draft resolution attached) to approve a <br />conditional use permit for Engelsma Limited Partnership LLP for a condition use permit <br />to operate a 11,650 sq. ft. amusement establishment as a licensed bingo hall in Hamline <br />Center, 2807 Hamline Avenue North, based on the findings outlined in Section 3 of the <br />project report and with the following conditions: <br />A. Engelsma Limited Partnership LLC must successfully obtain a bingo license from <br />the City of Roseville. <br />B. Hours of operation shall be no later than 10:45 p.m. on Sunday to Thursday and <br />12:45 a.m. on Saturday and Sunday. <br />C. Replaced roof top mechanical units shall be screened per Section 1010.07 of the <br />Roseville City Code. <br />D. Parking lot lighting plan shall be brought into conformance (foot-candles and <br />downcast lighting) with Section 1010.12 and the heightened requirements of <br />Section 1006.02 of the Roseville City Code. <br />E. All off-street parking within 300 feet of residential properties shall be screened <br />according to the heightened requirements of Section 1006.02 of the Roseville City <br />Code. <br />F. Any signage for the bingo hall shall meet the requirements of Section 1009.03 of <br />the Roseville City Code. <br />G. Trash containers shall meet City enclosure and/or screening requirements. <br />K Seating in the bingo hall shall be limited to 300 seats. <br />PF325 1 RCA (102300) Page 8 of 9 <br />
