Minnesota Department of Natural Resources
Metro Waters, 1200 Warner Road, St. Paul, MN 55106-6793
Telephone: (65 1) 772-7910 Fax: (65 1) 772-7977
October 4, 2000
City of Roseville
Community Development Department
Mr. Thomas Paschke, City Planner
2660 Civic Center Drive
Roseville, MN 55 113
Re: Roberta Sladky Variance Request, Replacing Three Season Porch, Shoreland District, Lake
McCarron (62-54P}, City of Roseville, Ramsey County
Dear Mr. Paschke:
DNR Waters has received (September 27, 2000) the September 26, 20001etter requesting comments from
the DNR concerning the replacing of a three season porch located at 382 North McCarron's Boulevard
West within the 75' setback from the Ordinary High Water (OHW) level of Lake McCarron in the City of
Roseville. DNR Waters has reviewed the September 27, 20001etter and the accompanying plans and DNR
Waters will not object to the approval of the variance request. However, we strongly recommend that the
following alternatives for reducing the nonconformance of the existing house with the City of Roseville
Shoreland Management Ordinance be investigated by Roberta Sladky:
Constructing the three-season porch to the east, and flush with, of the main structure.
Constructing a three-season porch that is smaller and less non-conforming than the original three
season porch.
The proposals above have an advantage over the proposal to rebuild the three-season porch on the original
footprint for several reasons: the new porch will be more conforming with the Roseville Shoreland
Management Ordinance; the resulting structure will be less obtrusive on the neighbor's view of Lake
McCarron; and the resulting structure will also be less obtrusive on views of the shoreline on Lake
McCarron. In addition, please keep in mind that when it becomes necessary to replace the entire structure,
the new structure will be required to conform to the setbacks from Lake McCarron. We further request
that Roberta Sladky be required to plant additional trees to screen the view of her home from Lake
McCarrons.
Thank you for giving the DNR the opportunity to comment on the Sladky variance. We look forward to
receiving a written record of the decision that is made on the request. We also look forward to reviewing
future variances and conditional use permits for the City of Roseville shoreland and floodplain ordinances.
Please feel free to contact me, or Molly Shodeeq at 651-772-7910 should you have any questions
concerning the Sladky variance.
Sincerely,
i -` '`Z" -? `' y'--
 Joseph Richter
Hydrologist
Lake McCarron (62-54P) File
DNR Information: 651-296-6157 . 1-888-646-6367 .
