Language has been added to 302.15 B, Minimum Penalty to indicate the Council may deviate from the <br />penalties if there are substantial reasons to do so. Three examples of actions presumed to require <br />revocation are included along with some examples of actions that would fall under the minimum <br />penalty clause. <br />FINANCIAL IMPLICATIONS <br />There would be time spent on developing a training program and record keeping for the licensed alcohol <br />sellers in Roseville. The program will include training in confiscating improper forms of identification <br />and reporting such incidents to the police in accordance with state laws. <br />STAFF RECOMMENDATION: <br />Staff recommends proceeding with the Second Reading of the proposed revision of Roseville's Liquor <br />License Ordinance to include: optional Manager and Server Training with penalty reduction for first <br />offense; raising seller fine to $250.00 for on-sale and $150 for off-sale employees for the first offense; <br />raising the licensee fine from $150 to $500 for the first offense with additional penalties for subsequent <br />violations and setting receipt requirements for home delivery of alcoholic beverages. <br />Staff recommends passing Resolution revising the Schedule of Offenses and Administrative Penalties. <br />COUNCIL ACTION REOUESTED: <br />Approval of Council to finalize draft changes with a Second Reading of proposed revision of Roseville's <br />Liquor License Ordinance to include: optional Manager and Server Training with penalty reduction for <br />first offense; raising seller fine to $250.00 for on-sale and $150 for off-sale employees for the first <br />offense; raising the licensee fine from $150 to $500 for the first offense with additional penalties for <br />subsequent violations and setting receipt requirements for home delivery of alcoholic beverages. <br />Passage of Resolution revising the Schedule of Offenses and Administrative Penalties. <br />
