intero�ice memo <br />Date: J u ly 6, 2000 <br />To: Mayor Kysylczyn <br />From: Tom Alleva <br />Subject: Report on Officer Time Involved in Enforcement of <br />Laws Relating to Attempts by Underage Persons <br />Using False Identification to Purchase Alcoholic <br />Beverages <br />cc: Chief Wood, City Manager Sarkozy <br />Your e-mail of June 23, 2000 asked for information regarding police activities <br />focusing on false identification users and what impact increased enforcement would <br />have on police personnel time. <br />Statutes <br />340A.503 Subd. 2 Section (2) states it is unlawful for a person under the age of 21 to <br />purchase or attempt to purchase any alcoholic beverage. <br />340A.503 Subd. 2 Section (3) states it is unlawful to lend or knowingly permit the <br />use of a person's driver's license or Minnesota identification card or other form of <br />identification by a person under 21 years for the purpose of purchasing or attempting <br />to purchase an alcoholic beverage. <br />340A.503 Subd. 4 states it is unlawful for a person under the age of 21 to enter an <br />establishment licensed for the sale of alcoholic beverages for the purpose of <br />purchasing or having served any alcoholic beverage. <br />340A.503 Subd. 5 states it is unlawful for a person under the age of 21 to claim to be <br />21 or older for the purpose of purchasing alcoholic beverages. <br />
