December0l, 2000 <br />Mayor, City of Roseville <br />Members of the Roseville City Council <br />Members of the Roseville Firefighters' Relief Association <br />Ladies and Gentlemen: <br />During this year, the Roseville Firefighters' Relief Association formed a <br />committee to study ways to improve our pension. This committee was formed as <br />required in Council Resolution 9662. <br />The committee held several meetings, solicited input from its members, and <br />solicited input from a professional financial advisor. <br />During the course of its meetings, the committee observed that <br />1) The committee received no proposal from a member of the Relief <br />Association to modify the current pension plan. <br />2) In the U.S. Congress, several changes to law are pending that may <br />liberalize the pension plans the city may offer and to which employees <br />may contribute. Mr. Tom Hilson of ICMA advised the committee that <br />the changes may be passed into law yet in 2000 or in the first quarter <br />of 2001. <br />In light of item (2), the committee recommends that the City Council extend the <br />provisions of Resolution 9662 for one year. Specifically, we recommend that the <br />council <br />- E�tend the study period one year, with <br />before January 1, 2002 <br />- E�end the annual contribution period by <br />also payable on January 1, 2003. <br />Respectively submitted, <br />�� � �: �'�,�� y <br />/�� <br />Robert E.
