December0l, 2000
Mayor, City of Roseville
Members of the Roseville City Council
Members of the Roseville Firefighters' Relief Association
Ladies and Gentlemen:
During this year, the Roseville Firefighters' Relief Association formed a
committee to study ways to improve our pension. This committee was formed as
required in Council Resolution 9662.
The committee held several meetings, solicited input from its members, and
solicited input from a professional financial advisor.
During the course of its meetings, the committee observed that
1) The committee received no proposal from a member of the Relief
Association to modify the current pension plan.
2) In the U.S. Congress, several changes to law are pending that may
liberalize the pension plans the city may offer and to which employees
may contribute. Mr. Tom Hilson of ICMA advised the committee that
the changes may be passed into law yet in 2000 or in the first quarter
of 2001.
In light of item (2), the committee recommends that the City Council extend the
provisions of Resolution 9662 for one year. Specifically, we recommend that the
council
- Etend the study period one year, with
before January 1, 2002
- Eend the annual contribution period by
also payable on January 1, 2003.
Respectively submitted,
  : ', y
/
Robert E. Murphy
Committee co-chair
a new recommendation due on or
one year, with any benefit increase
.
Greg Gogins
Committee co-chair
