� 4.O BACKGROUND <br />� 4.1 As stated above, the City is purchasing the portion of land contained on the document <br />� titled Twin Lakes Parkway Official Map that bisects the Hagen property and needs to be <br />� divided off in order for the purchase transaction to be completed. <br />_ 4.2 The Community Development Director consulted with the City Attorney on the required <br />_ approval/recording process for a RLS and it was determined that the RLS should be <br />_ processed and approved similar to that of a subdivision plat — in essence a public hearing <br />_ and recommendation before the Planning Commission and approval by the City Council. <br />_ 4.3 The proposed RLS includes three parcels and their respective descriptions — two parcel <br />_ for the City describing the Official Map portion of Twin Lakes Parkway through the <br />_ Hagen property and a remnant parcel (Tracts A and S) and the third parcel to remain with <br />_ Hagen Ventures, LLC (Tract C). <br />_ 4.4 Secause this is a very basic land division, similar to that of a minor subdivision, there are <br />_ no specific reviews/requirements. There is also no redevelopment being proposed at this <br />� time. Only the division of land separation out the right-of-way area and the remaining <br />� Hagen property is being sought. <br />4 5.O STAFF RECOMMENDATION <br />� The City Planner recommends approval of the RLS dividing and legally describing the <br />� City interest from the Hagen interest. <br />4 6.O PLANNING COMMISSION ACTION <br />� 6.1 On December 16, 2009, the Roseville planning Commission held the public hearing <br />� regarding the City/Hagen request.
