Roseville Charter Commission <br />Roseville City Hall Council Chambers <br />Minutes of Meeting of November 17, 1999 <br />Call to Order/Roll Call: The meeting was called to order by chair Vicki Lorenz at 7:00 p.m. All <br />members were present. <br />II. Guest Speaker: Joy Tierney Ms. Tierney, currently mayor of Plymouth, a charter city, discussed <br />the situation leading to the revival of a defunct charter commission and the process of developing the <br />charter which includes, among other provisions, a ward system, spending caps and community <br />development. She stressed the importance of securing good legal assistance. <br />III. Minutes: The minutes of the October 20, 1999 meeting were approved upon a motion by Bell. <br />IV. Report of the Chair: <br />• Public comments and questions regarding commission business can be directed to City Hall <br />to be referred to the Chair. <br />• Our request to waive the cablecasting fee was to be presented to the City Council on <br />November 8. We have not received a decision. <br />• Year, as applied to the Commission budget means the calendar year. Johnson's motion that <br />this definition of year stands for commission business was approved unanimously. <br />V. Unfinished Business: <br />• The cost of a special election in Roseville is about $8,000. <br />• The City's finance department is researching the question of the City's mayor expenditures. <br />• Notice of this meeting was not published in the local media. The secretary will contact City <br />Hall about this situation. <br />• Commission members received copies of the amended by-laws. <br />VI. New Business: <br />• Proposals for the further conduct of commission business were received from Klausing and <br />Sands. Based on these proposals, all members were asked to comment on their perception of <br />how we should proceed. Following the discussion, Bell moved that Ron Riach be appointed <br />as a committee of one to prepare a notice for the two local newspapers (Focus News and <br />Roseville Review) announcing that at the Charter Commission meeting on December 15, <br />1999, the proponents of a charter will be invited to attend and give their opinions on the <br />desirability of a charter. Any interested citizens are also invited to attend and give their <br />opinions. Further, the notice will inform the public that specific subjects of a charter will be <br />welcome. An expenditure of $500 from our budget is authorized to pay for the notice. The <br />motion passed with eight in favor and one abstention. <br />• The question of ground rules for public input was referred to the Chair by consensus. <br />VII. Public Comments: Two citizens appeared before the Commission to speak in favor of a charter. <br />VIII. Adjournment: The meeting adjourned at 9:25 p.m. <br />Georgians Sobola <br />Secretary <br />
