Al Sands THE BIG PLAN January, 2000 <br />CREATE THE BEST LOCAL GOVERNMENT STRUCTURE FOR ROSEVILLE BY <br />-Continuing the CounciUManager form of government with manager having those <br />powers given to him by the City Council, and providing cititizens with the following <br />rights: <br />-to VOTE on major expenditures for, or disposition of city land and/or buildings <br />-to INITIATE new laws, vote out unwanted laws (REFERENDUM) or <br />RECALL elected officials for just cause (statutory language). <br />-Promoting citizen participation in local government by setting up: <br />- a "ward" or "district" system to provide for equal representation, and make <br />running for office easier (more concentrated by ward). <br />-for citizens to vote on even numbered years. <br />-(perhaps) providing some type of campaign funding in exchange for certain <br />campaign practice restrictions, such as spending limits as at the Federal and State <br />levels. (for viable candidates after primary) <br />-other measures, such as voter education programs, etc.. <br />IMPLEMENT THE PLAN. DEBATE THE ISSUES: <br />Jan. -Expenditure limitations <br />Feb. -Initiative, Referendum, and Recall <br />Mar. -Ward System <br />Apr. -Even number years voting <br />May -Wrap up, other issues <br />INVITE COMMENT FROM CITIZENS AND CIVIC ORGANIZATIONS <br />~''~REPARE A DRAFT CHARTER (JUNE). Use League of Mn. Cities Model as <br />modified for us. <br />PRESENT TO COUNCIL; Five charter members must sign the charter.
