I've attached
what I hope is a change making the rule clearer. I'm not proposing any change to the
substance of the rule, only (I hope) making it clearer.
First, I've added a coma in the first sentence. I believe that as the rule is currently written, it
states that we only meet in the month that begins at 6:00 (look carefully). Adding the coma
clarifies that we meet "the second, third, and fourth Mondays of the month, beginning at 6:00."
Second, the language about a "time sensitive item" (which is not defined), and the language
about it "not being addressed by 10:00" and no "new items after 10:00" is confusing (if we
started talking about it, has it been addressed, is it new, do we still need to extend the meeting;
are we extending just for that item, etc.?).
What I'm proposing is that we simply say the meeting ends at 10:00 unless we vote to extend
it, but in no circumstances should it run past 11:00.
I'll be prepared to discuss this this evening. Bill, please make a copy of this available in the
knack of the council chambers. Thanks.
Craig
1 /4/2010
