DRAFT Regular City Council Meeting <br />Monday, January 04, 2010 <br />Page 7 <br />for reappointment. City Manager noted that some were not interested in reap- <br />pointment and/or were ineligible for reappointment at this time. <br />Roe moved, Johnson seconded, reappointment of all eligible, reapplying commis- <br />sioners to three year terms ending March 31, 2013, as detailed in the Request for <br />Council Action dated January 4, 2010 (Attachment A). <br />Roll Call <br />.Ayes: Pust; Roe; Johnson; Ihlan; and Klausing. <br />Nays: None. <br />Mayor Klausing noted that there were three vacancies remaining: two on the <br />Parks and Recreation Commission, and one on the Police Civil Service Commis- <br />sion. <br />By consensus, staff was requested to follow the established policy to advertise for <br />these vacancies with interviews of candidates following that period. <br />Councilmember Roe encouraged citizens to apply. <br />Mayor Klausing concurred with Councilmember Roe, noted that number of excel- <br />lent applicants in the last few cycles, and encouraged those having previously ap- <br />plied, but not appointed, to reapply for a vacancy. <br />13. Business Items - Presentations/Discussions <br />a. Discuss Council Rules of procedures <br />As a bench handout, City Manager Malinen distributed an e-mail from Mayor <br />Klausing received earlier today related to this item and a proposed language re- <br />write for Rule #6. <br />Mayor Klausing noted that portions of his proposed language may be redundant <br />with those proposed by City Manager Malinen and Councilmember Roe. <br />City Manager Malinen reviewed his proposed language rewrite for Rule #6 (At- <br />tachment B), based on its applications over the past year, and his work with City <br />Attorney Scott Anderson to provide clearer language, with the Council able to ex- <br />tend the meeting to 11:00 p.m. to complete discussion of a specific item; then <br />with asuper-majority vote to extend past 11:00 p.m. <br />Councilmember Roe's proposed change was entitled, "Roe alternate - 1/4/10" <br />and included in the Request for Council Action. Councilmember Roe advised <br />that, based on his experience in the presiding chair as Acting Mayor in 2009, his <br />attempt was to make the language even more clear by removing the first sentence <br />of the current Rule #6, since the meeting dates were published annually, and deal <br />
