To: Rosevil]e City Council Members <br />Mayor Craig Klausing <br />Councif Membet• Amy [hlan <br />Council 1Vlember Jeft Johnson <br />Cauncil M.ember Tammy f'ust <br />Council Men�ber Dan Ro� <br />Date: February 3, 20 ] � <br />Subject: Propased vote ors the noise �vall for Rice Street I Tl-C36 project <br />I(Ray McDonaEd) would respectfully prapose the fo[lawing criteria be considered when analyzing the <br />discussion and possible vote for the noise wall at the next council meeting (February 8, 20 � 0) or wf�enever <br />the next vote is raken. <br />I would propose that the petition presented at the last council meeting be included as the starting point for <br />the voting process. <br />I Woufd propose that a writter, v�[e {yes I no) for Che properties that would potential�y beneft by noise <br />reduction or be affected by the construction af th� noise wall be coi3sidered. <br />At the next council meeting I would su.ggest that additionat new votes be placed on a forn� ihat lists the <br />address of the property, the person's natne, the phone nuin6er, the vote either Yes or No, and a signature <br />(sirrtil�ar eo the petition) be used. <br />This met]�od 4vil] help idet�tify the votes of th.e beneficialiy affected properties and the votes af those <br />properties tltat are not affected or benefited by the co��strucCron oF a. noise wa.11. I wouEd su.bmit that the <br />vot.es oFthe properties that are not affected shaul.d c�oY be considered in the voting results. 1 beGeve that <br />onEy properties that will potentially �ain a noise reciuctian benefit sl�ould be included in this vote. 1 do not <br />believe that propec-ties that wiEl �ain na benefit from the f�aise wall should be included in this vote. <br />The determination of the beneficiaEly affected properties should foliow the Following criteria" <br />• Be within 200 {possibly 300) feet of the TH36 roadway. <br />• Be of an elevation that is low enough to be in the "shadow zone° of the noise barrier wali. <br />These parameters are taken from the Technical Information attachment from information that I got from <br />searcE�ing various websites about traffic noise and noise barrier �vall. Website links ar� giveii Ear all <br />information saurces. <br />For example, 1 wauld submit t.hat the houses along Minnesota Avenue are at such a hei;h# or high <br />elevation, that they would not be in the "shadow zone" of the nois2 wall and thus have liEtle or na naise <br />reduction..
