Per Ci ty Counci I request, <br />staff has provided with this report the fol lowi ng chapters of the Comprehensive Plan; Land Use, <br />Parks and Open Space, and Uti I ities. <br />For the discussion, staff attempted to take an i nventory of commercial use.s that currently occur <br />on I and owned by the Ci ty. I t i s i mportant to note that dependi ng on how you def i ne a <br />` commerci al use' ; the I i st of such use,s can be qui te I arge. Bel ow i s an i ni ti al summary of staff' s <br />f i ndi ngs: <br />Right-af-way—Thereisextensiveuseof theright-of-wayforcommercial use.s, primarily by <br />uti I i ti es such as X cel and Qwest. We are prohi bi ted i n chargi ng for the use of our ri ght-of-ways <br />by these uti I i ti es by state statutes. (We do requi re uti I i ti es to g� a permi t f rom the ci ty and are <br />abl e to have them rei mburse the ci ty for staff ti me revi e�vi ng the permi t). There are al so bus <br />benches and shel ters that have adverti si ng on them for whi ch we charge an annual fee. <br />C ity H al I Campus— There i s an eaci sti ng tel ecommuni cati ons tower that has 4 provi ders on the <br />City Hal l Campus (Spri nt, T-mobi le, Verizon, and TTM I). On January 11, 2010, another <br />tel ecommuni cati ons tower was gi ven I and use approval to be I ocated on the Ci ty Hal I campus. <br />There are several vendi ng machi nes to serve empl oyee,s that are owned by pri vate busi ness. ( I n <br />the case of the soda machi ne i n the Pol i ce Department, a porti on of the sal es are donated to the <br />Rosevi I le Pol ice Benevolent Association). Conference rooms withi n the bui Idi ngs on the <br />campus are occasi onal I y rented out to pri vate compani es. A craft show i s al so hel d w i th i n the <br />City Hall building annually. <br />Skati ng Center — The Oval has several events hel d throughout the ye�ar that may be consi dered <br />` commerci al acti vi ti es' , mostly consi sti ng of arts and craft shows. There are al so vendi ng <br />machi nes and cateri ng conducted by private busi n� withi n the Skati ng Center faci I ity. The <br />Oval scoreboard al so adverti ses f or Coc�Col a. The Oval i s al so off i ci al I y named the " Gui dant <br />John Rose M i nnesota Oval" to ref I ect a donati on by the Gui dant Foundati on. <br />Parks— I n Reservoi r Woods Park, there i s an eaci sti ng tel ecommuni cati ons tower servi ng 5 <br />provi ders (T-M obi l e, Spri nt, AT& T, CI e�arwi re, and TTM I). I n addi ti on, the actual reservoi r <br />serves the St. Paul Water Uti I i ty (al though the actual I and that i s operated as the reservoi r i s sti I I <br />owned by the St. Paul Water Uti I i ty).
