The documents reviewed <br />(Site Documents) include the following: <br />1. "Subsurface Evaluation," prepared by Braun Intertec (Braun), dated May l, 2009; <br />2. "Voluntary Response Action Plan and Construction Contingency Plan," prepared <br />by Braun, dated October 6, 2009; <br />3. "Report of Phase II Environmental Site Assessment," prepared by American <br />Engineering Testing, Inc. (AET), dated September 16, 2005; and <br />4. MPCA Site correspondence files. <br />Historically, the Site was used as agricultural land until development of maintenance and <br />terminal facilities in the mid-1950's to 1960's. The Site is currently being developed with the <br />second phase of the Twin Lakes Roadways Project, a section of Twin Lakes Parkway <br />between Mountain Ridge Road and Prior Avenue, and the reconstruction of Prior Avenue <br />from Twin Lakes Parkway south to county Road C. This phase of the development will <br />include sidewalks, medians, a roundabout, and underground utilities including water mains, <br />sanitary sewer, and storm water sewers that route back to the storm water retention system. <br />Water conserving planting beds will also be constructed. The roadway is being developed as <br />a precursor to future development at surrounding parcels in the area. <br />Several investigations that have been completed in the area indicate chlorinated solvents and <br />petroleum VOCs are present in soil, perched groundwater, and water table aquifers; in the <br />area of the proposed roadway. The 2005 (AET) investigation indicated very high <br />concentrations of trichloroethene (110,000 ug/1) was present in the perched groundwater on <br />the PIK parcel, just to the north of the proposed roadway.
