<br />Planning Commission Board Meeting <br />City Council Chambers, 2660 Civic Center Drive <br />Minutes - Wednesday, January 07, 2009 <br />1. Call to Order <br />Chair Bakeman called to order the Planning Commission meeting at 6:30 p.m. and reviewed the <br />role and purpose of the Planning Commission. <br />2. Roll Call & Introductions <br />City Planner Thomas Paschke called the Roll. <br />Members Present: Commissioners Andre Best; Jim Doherty; Barbara Martinson; Joe Wozniak; <br />Daniel Boerigter; and Chair Mary Bakeman; with Commissioner Gottfried arriving at <br />approximately 6:40 p.m. <br />Members Absent: None. <br />Staff present: Community Development Director Patrick Trudgeon; City Planner Thomas <br />Paschke; Associate Planner Bryan Lloyd; and Economic Development Associate Jamie Radel. <br />3. Review of Minutes <br />MOTION <br />Member Doherty moved, seconded by Member Martinson to approve meeting minutes of <br />November 05, 2008 as presented. <br />Ayes: 5 <br />Nays: 0 <br />Abstentions: 1 (Best) <br />Motion carried. <br />4. Communications and Recognitions: <br />a. From the Public (Public Comment on items not on the agenda): <br />No one from the public appeared. <br />b. From the Commission or Staff: <br />By consensus, the Agenda was amended to include a Staff Report entitled, “Roseville <br />Planning Commission 2009 Work Plan,” distributed in draft form by staff as a bench <br />handout, and attached hereto and made a part thereof. <br />5. Public Hearings <br />Chair Bakeman provided a brief summary of the public hearing process for land use cases before <br />the Commission. <br />a. PLANNING FILE 09-001 <br />Request by Old Dominion Freight Line, Inc. for approval of an INTERIM USE <br />PERMIT (IUP) to allow the temporary storage of semi trailers at 2750 Cleveland <br />Avenue. <br />Chair Bakeman opened the Public Hearing for Planning File 09-001. <br />Community Development Director Patrick Trudgeon reviewed staff’s analysis of the <br />request of Joel McCarty – Old Dominion Freight Line (property owner) – and Cent <br />Ventures II, for an IUP at 2750 Cleveland Avenue, to allow outdoor storage of semi-truck <br />trailers on the remaining portion of the Old Dominion parcel in accordance with Roseville <br />City Code, Section 1012.09 (Interim Uses). <br />Mr. Trudgeon advised that, as a result of receiving a grant from the Metropolitan Council <br />and in anticipation of future redevelopment, the existing buildings on the Old Dominion <br />parcel were demolished in the fall of 2008. Mr. Trudgeon clarified that the applicant was <br />not requesting to operate the parcel as a terminal, but to use it for storage. Mr. Trudgeon <br />noted that the northeast corner of the parcel was planned for construction of the <br />Metropolitan Council’s Park and Ride Facility. <br /> <br />
