Call to Order <br />1 <br />Chair Bakeman called to order the Planning Commission meeting at 6:30 p.m. and reviewed the <br />2 <br />role and purpose of the Planning Commission. <br />3 <br />2. Roll Call & Introductions <br />4 <br />City Planner Thomas Paschke called the Roll. <br />5 <br />Members Present: Commissioners Jim Doherty; Barbara Martinson; Joe Wozniak; Andre Best; <br />6 <br />Daniel Boerigter; and Chair Mary Bakeman; with Commissioner Gottfried arriving at 6:35 p.m. <br />7 <br />Members Absent: None. <br />8 <br />Staff present: City Planner Thomas Paschke; Associate Planner Bryan Lloyd; and City Engineer <br />9 <br />Debra Bloom. <br />10 <br />3. Review of Minutes <br />11 <br />MOTION <br />12 <br />Member Doherty moved, seconded by Member Martinson to approve meeting minutes of <br />13 <br />January 07, 2009 as presented. <br />14 <br />Ayes: 6 <br />15 <br />Nays: 0 <br />16 <br />Motion carried. <br />17 <br />4. Communications and Recognitions: <br />18 <br />a. From the Public (Public Comment on items not on the agenda): <br />19 <br />No one from the public appeared. <br />20 <br />b. From the Commission or Staff: <br />21 <br />City Planner Thomas Paschke provided to the Commission and public, additional e-mails <br />22 <br />received by staff since distribution of the Agenda Packet related to Case 09-002; attached <br />23 <br />hereto and made a part thereof. <br />24 <br />5. Public Hearings <br />25 <br />Chair Bakeman provided a brief summary of the public hearing process for land use cases before <br />26 <br />the Commission. <br />27 <br />a. PLANNING FILE 09-004 <br />28 <br />Request by Ramsey County Library and property owner FJR & RJR Investments, <br />29 <br />LLC for approval of the proposed Interim Use of the office/warehouse facility at <br />30 <br />2680 Arthur Street for library purposes while the existing library is under <br />31 <br />construction. <br />32 <br />Chair Bakeman opened the Public Hearing for Planning File 09-004 (6:35 p.m.). <br />33 <br />Associate Planner Bryan Lloyd reviewed staff’s analysis of the request of the Ramsey <br />34 <br />County Library for an INTERIM USE to continue to provide limited and temporary library <br />35 <br />services in an office/warehouse building at 2680 Arthur Street while the permanent library <br />36 <br />facility is being renovated according to a Planned Unit Development that has received <br />37 <br />General Concept PUD approval. Ramsey County wants to be sure that the temporary <br />38 <br />location is acceptable before seeking final approval of the PUD and beginning <br />39 <br />construction; as the zoning for this temporary location does not permit libraries. <br />40 <br />Commissioner Gottfried arrived at this time; approximately 6:36 p.m. <br />41 <br /> <br />
