Planning Commission Meeting <br />Minutes – Wednesday, February 04, 2009 <br />Page 13 <br />Mr. Paschke reviewed the process to-date related to the Comprehensive Plan, decision- <br />584 <br />making ability of the Commission; and the reality of their decision tonight, opining that it <br />585 <br />was probably the best decision, while they recognized that low density wasn’t the best use <br />586 <br />of this property. Mr. Paschke noted that, in the future, if the City Council concurred with <br />587 <br />the recommendation of the Planning Commission, that decision could be considered in <br />588 <br />future discussions. <br />589 <br />Commissioner Boerigter recommended that this issue be brought to a close for tonight. <br />590 <br />Mr. Paschke noted the components of concern, and basis for denial, included density, <br />591 <br />mass, setbacks, and height. <br />592 <br />Chair Bakeman noted that the case was scheduled to be heard by the City Council at their <br />593 <br />February 23, 2009 meeting. <br />594 <br />6. Other Business <br />595 <br />a. PROJECT FILE 0017: Review a Request for Qualifications (RFQ) to be sent to several <br />596 <br />consultants in preparation for rewriting Roseville’s Zoning Ordinance. <br />597 <br />Mr. Paschke provided staff’s proposed process for a two (2) step Request for Qualifications <br />598 <br />(RFQ’s) for hiring a consultant to assist staff and the Planning Commission with revision of the <br />599 <br />City’s Zoning Code, in accordance with the updated Comprehensive Plan. <br />600 <br />Discussion included the role of the Commission and applicable timetables for the consultant <br />601 <br />and Commission within the proposed work plan and to facilitate public hearings throughout the <br />602 <br />process and other business before the Commission; and the level of code amendments to be <br />603 <br />considered with some being more detailed or substantial than other <br />604 <br />MOTION <br />605 <br />Member Doherty moved, seconded by Member Bakeman to RECOMMEND TO THE CITY <br />606 <br />COUNCIL to authorize staff to seek qualifications from consultants to assist with the <br />607 <br />preparation of revisions to the city’s zoning code. <br />608 <br />Ayes: 7 <br />609 <br />Nays: 0 <br />610 <br />Motion carried. <br />611 <br />b. Discussion of 2009 Planning Commission Work Plan <br />612 <br />Commissioners reviewed the proposed 2009 Work Plan for the Roseville Planning <br />613 <br />Commission. <br />614 <br />Discussion included whether a Tree Preservation Plan should be added to the list, or if that <br />615 <br />was better suited for the Parks and Recreation Commission; additional refinements for <br />616 <br />landscaping and tree preservation (i.e., replacement ratios, caliper inch replacement); interest <br />617 <br />in the Planning Commission meeting jointly with other advisory commissions to consider <br />618 <br />zoning issues and impacts in other areas such as the role of the Planning Commission in the <br />619 <br />Parks and Recreation Commission Master Plan process, and need for additional park/green <br />620 <br />space in the southwest portion of Roseville; and whether the list was prioritized appropriately. <br />621 <br />Mr. Paschke noted that zoning code amendments would not be on the time clock until the <br />622 <br />Comprehensive Plan was approved by the Metropolitan Council and ratified by the City <br />623 <br />Council. <br />624 <br />Further discussion included incorporating minor code change discussions and <br />625 <br />recommendations at each future meeting, or as they came forward, throughout the year; and <br />626 <br />as staff time and resources were available. <br />627 <br />Commissioners expressed interested in upcoming forums and seminars of interest to the <br />628 <br />Commission to assist them in decision-making (i.e., MnDOT’s Complete Streets) and <br />629 <br />involvement of applicable Board and/or Commissions in those events as well; and further <br />630 <br />consideration of the Cornerstone Project. <br />631 <br /> <br />
