Planning Commission Meeting <br />Minutes – Wednesday, February 04, 2009 <br /> <br />Page 6 <br />Planning Commission to make a recommendation for a size that would be more palatable <br />240 <br />for the Commission and residents, providing staff and the applicant to work on design <br />241 <br />techniques that could be implemented to reduce the building’s mass or scale, beyond the <br />242 <br />number of units. Mr. Paschke noted that this would allow the applicant to determine <br />243 <br />whether it made sense to go forward with a reduced number of units. <br />244 <br />Commissioner Boerigter questioned whether preliminary stormwater management <br />245 <br />designs included the use of the property across from Midland Grove Road. <br />246 <br />City Engineer Debra Bloom advised that this was not an option, as MnDOT retained that <br />247 <br />right-of-way for their own stormwater needs. <br />248 <br />Commissioner Boerigter questioned whether underground filtration, as opposed to the <br />249 <br />corner above-ground filtration plan, had been considered. <br />250 <br />Mr. Christoff, the civil engineer for the project, advised that preliminary designs as <br />251 <br />indicated on the current plan, met above-ground area requirements of both the City and <br />252 <br />Rice Creek Watershed District, was a more economical way of providing the filtration <br />253 <br />system, and served as an above-ground amenity for the project, as part of the <br />254 <br />landscaping plan. <br />255 <br />Chair Bakeman opened the meeting to public comment at approximately 7:56 p.m. <br />256 <br />Public Comment <br />257 <br />As part of the written record, Mr. Paschke provided copies of additional e-mails <br />258 <br />received after distribution of the Agenda Packet materials, attached hereto and <br />259 <br />made a part thereof. <br />260 <br />Steve Enzler, 1955 West County Road B, representing the original Sloane Family <br />261 <br />owners of the parcel <br />262 <br />Mr. Enzler thanked City Planner Paschke and Mr. Mueller for the time since the initial <br />263 <br />letter to better understand the project scope. Mr. Enzler read, from the Roseville <br />264 <br />Historical Society, information related to the history of the parcel’s ownership and <br />265 <br />neighborhood character. <br />266 <br />Mr. Enzler questioned the original zoning of the property; their perplexity for proposed <br />267 <br />zoning changes without prior indication or advisement changing to medium density land <br />268 <br />use designation; and his confusion in the intent of the City in proposing such a change. <br />269 <br />Mr. Enzler noted the lack of green space and parks in this specific area of Roseville, and <br />270 <br />further reductions in green space with such a dense housing project; and the negative <br />271 <br />impact of such a use in a quiet residential area. <br />272 <br />Mr. Enzler recognized that there were other revenue needs of his neighbors and of <br />273 <br />developers; however, he asked that the City respect the property there, and its history <br />274 <br />within the community. Mr. Enzler asked that, if the City did approve this project, they <br />275 <br />make substantial amendments that would restrict the land use designation so there were <br />276 <br />no loopholes allowed in the PUD; and that the City be very clear if they no longer <br />277 <br />supported single-family land use in that vicinity. <br />278 <br />Virginia Ryan, 2220 Midland Grove <br />279 <br />Ms. Ryan presented a petition from owners at Midland Grove condominiums, speaking <br />280 <br />against the proposed project. <br />281 <br /> PETITION <br />282 <br />“Because of the safety issues due to traffic congestion, diminished aesthetics (a 4- <br />283 <br />story building and removal of trees) and a possible decrease in property value we <br />284 <br />object to any change of zoning ordinances to accommodate the building of any new <br />285 <br />multiple housing proposal at 2025 County Road B, Roseville, MN, by Art Mueller;” <br />286 <br />with approximately ninety (90) signature lines <br />287 <br /> <br />
