Planning Commission Meeting <br />Minutes – Wednesday, February 04, 2009 <br />Page 9 <br />would not work out and that the Association supported the concerns of the Enzler family <br />389 <br />relative to wall construction. <br />390 <br />Chair Bakeman recessed the meeting at 8:39 p.m.; and reconvened at 8:48 p.m. <br />391 <br />Robert Stoika, 2220 Midland Grove <br />392 <br />Mr. Stoika addressed his concerns with traffic; including access of large trucks during the <br />393 <br />construction process and closure of the public roadway during construction. Mr. Stoika <br />394 <br />noted that people parked on County Road B would try to access their property and would <br />395 <br />be unable to do so. Mr. Stoika suggested that Mr. Mueller exit onto County Road B. <br />396 <br />Roland Wilsey, 2230 Midland, #104 <br />397 <br />Mr. Wilsey opined, from his experience in the transportation business as a trucker that this <br />398 <br />project was not in the community’s best interest. Mr. Wilsey noted the multiple driveways, <br />399 <br />winter driving conditions and considerations, and inability of trucks to make left hand turns <br />400 <br />or u-turns due to the divided roadway. Mr. Wilsey opined that additional traffic would only <br />401 <br />be setting up the area for tragedy. <br />402 <br />Andy Weyer, 2025 W County Road B <br />403 <br />Mr. Weyer, as the subject property owner, not the developer, provided his perspective on <br />404 <br />the proposed project. Mr. Weyer opined that, while he recognized concerns, he believed <br />405 <br />many were personal or valid to personal interests, and not the overall picture. Mr. Weyer <br />406 <br />noted that his family had sold the property for development of Midland Grove, a similar <br />407 <br />situation, and that the project had impacted his property as well. Mr. Weyer noted that, for <br />408 <br />that project, 200 mature Oak trees had been removed; this project suggested removal of <br />409 <br />twenty-eight (28). <br />410 <br />Mr. Weyer advised that this was his family’s last opportunity, as the third generation, to <br />411 <br />continue his grandmother’s legacy and make something good of his family’s homestead. <br />412 <br />Mr. Weyer noted that, as the planter of the orchard, he realized that things do change, and <br />413 <br />opined that this was not going to be a bad thing for the City. Mr. Weyer advised that <br />414 <br />originally, there were two (2) farms in that area, but noted that this area had now been <br />415 <br />developed as well. Mr. Weyer asked that citizens allow him to have some say in how the <br />416 <br />area would be developed, as a legacy for his family; and noted that he had given much to <br />417 <br />make Midland Grove possible. Mr. Weyer opined that the more people living in <br />418 <br />“grandma’s orchard,” the better; opining that it was a great place to be. Mr. Weyer noted <br />419 <br />that this was not an easy decision for him to make, that this was the last bit of his family; <br />420 <br />however, he asked that he be given the consideration of making the decision and directing <br />421 <br />how the property would develop. <br />422 <br />Deb Bloom, City Engineer <br />423 <br />At the request of Chair Bakeman, Ms. Bloom addressed the amount of property to be <br />424 <br />considered based on density, if 2.23 acres. <br />425 <br />Mr. Paschke, along with Ms. Bloom, responded that there was a permanent right-of-way <br />426 <br />road easement at Midland Grove Road and Cleveland; and that the property that was <br />427 <br />developable was 2.23 acres. <br />428 <br />Ms. Bloom addressed traffic concerns, stating that County Road B was a county arterial <br />429 <br />road, and that no significant new numbers had been indicated since the disconnection of <br />430 <br />Highway 280 in 2005. Ms. Bloom noted that County Road B east of Fairview Avenue <br />431 <br />carries much more traffic than this segment, and that the roadway in this section had <br />432 <br />sufficient capacity based on current design, and given the reconstructed turn lanes, <br />433 <br />improved signal lights, and intersection construction in 2004/2005. <br />434 <br />At the request of Mr. Paschke, Ms. Bloom advised that the current design capacity of <br />435 <br />Midland Grove Road was for a 32’ wide standard roadway maintained by the City of <br />436 <br />Roseville, not as a private roadway. <br />437 <br /> <br />
