Planning Commission Meeting <br />Minutes – Wednesday, May 06, 2009 <br />Page 9 <br />being in an industrial area, the roadway was constructed to higher standards than a <br />standard roadway. <br />Commissioner Best opined that this was a good use of the property; and spoke in support <br />of the motion and of this industrial use. Commissioner Best further opined that he was <br />not concerned with outdoor storage of materials and equipment, since this was an <br />industrial area. Commissioner Best also expressed his confidence that other monitoring <br />agencies provided sufficient environmental safeguards and regulations. <br />Commissioner Wozniak opined that this was our City, and what if those other agencies <br />didn’t sufficiently monitor the environmental issues. <br />Commissioner Best opined that, until a zero emission asphalt plant was available, we still <br />needed roads to drive on. <br />Commissioner Wozniak suggested that cities needed to start saying “no,” and provide <br />incentive for these companies to come up with new technologies. <br />Commissioner Best noted that this plant represented some of those new initiatives, such <br />as warm-mix versus hot-mix asphalt. <br />Ayes: 4 <br />Nays: 2 (Gottfried; Wozniak) <br />Motion carried. <br />Vice Chair Boerigter noted that the case was scheduled to be heard by the City Council <br />at their May 18, 2009 meeting. <br />6. Other Business <br />a. 2009 Planning Commission Work Plan <br />Mr. Trudgeon distributed another copy of the work plan previously developed by staff and <br />commissioners. <br />Mr. Trudgeon reviewed the status of the Comprehensive Plan review process at the <br />Metropolitan Council level; anticipated approval schedule; and development of a Request for <br />Proposals (RFP) following the recent Request for Qualifications (RFQ) process with eight <br />firms submitting materials and staff interviews with those firms to-date to further narrow <br />potential consultants. Mr. Trudgeon reviewed staff’s perspective of the interview and hiring <br />process; and a potential code revisions schedule at the Planning Commission’s regular <br />meetings throughout the summer in more manageable sections to allow for more dialogue. <br />Mr. Trudgeon noted staff’s scheduling of the City Attorney with the Commission for benefit of <br />long-term and new commissioners on general land use law. <br />Further discussion included the status of minor zoning amendments and related code <br />revisions for consistency purposes; presentation to the Planning Commission of some <br />language revisions not requiring formal approval, but for feedback purposes. <br />Commissioner Gottfried requested that staff provide some estimated timelines for potential <br />work flow over the next few months, with intent for quarterly accomplishment of strategic <br />global areas and to provide continuity of meeting times and to facilitate as much as possible <br />during regularly scheduled meetings, even if the start and/or end times of those meetings <br />required adjustment. <br />Mr. Trudgeon advised that he would be scheduling the City Attorney presentation, as well as <br />other general education presentations and discussions as soon as possible and when <br />agenda activity indicated. <br />Commissioner Gottfried opined that these strategic planning decisions were his purpose in <br />sitting on the Planning Commission; and expressed willingness to meet additionally to <br />regularly scheduled meetings to facilitate in-depth discussion and recommendations to the <br />City Council. <br /> <br />
