Planning Commission Meeting <br />Minutes – Wednesday, June 03, 2009 <br />Page 3 <br />Ms. Radel noted that the Cities of Richfield and Burnsville (Heart of the City Redevelopment) had <br />worked toward district design guidelines. Ms. Radel noted the history of Roseville’s innovation <br />and leadership for other communities. <br />Chair Doherty asked staff to provide the codes from the Cities of Richfield and Burnsville to <br />Commissioners for their review and to provide additional perspective; and asked that this <br />Commissioner Boerigter noted the need for continued community interaction and process in <br />developing form-based and/or traditional zoning codes. <br />Commissioner Gottfried arrived at this time. <br />Commissioner Wozniak opined that, given the flexibility of hybrid and form-based codes, there <br />would seem to be a tendency to end up with design by committee. <br />Ms. Radel opined that it would probably be less so than the current PUD process; since <br />parameters for building design and standards would be provided (i.e., neighborhood nodes) to <br />direct developers, rather than prescriptive minimums to meet. <br />Chair Doherty thanked Dr. Schively-Slotterback for her informative presentation and discussion. <br />Councilmembers Johnson, Pust and Roe left the meeting at approximately 6:35 p.m., <br />immediately following this presentation. <br />4. Review of Minutes <br />MOTION <br />Member Boerigter moved, seconded by Member Wozniak to approve meeting minutes of <br />May 06, 2009 as presented. <br />Ayes: 6 <br />Nays: 0 <br />Abstentions: 1 (Doherty) <br />Motion carried. <br />5. Communications and Recognitions <br />a. From the Public (Public Comment on items not on the agenda) <br />Gary Grefenberg, 91 Mid Oaks Lane <br />Mr. Grefenberg asked that Commissioners spend time and effort in reviewing the process <br />of implementation related to the City’s zoning code, no matter if form-based, hybrid, or <br />traditional; and that communication notice and engagement remain at the forefront of the <br />process. Mr. Grefenberg noted that the Comprehensive Plan update had begin to <br />address some of those issues; and suggested that this study at a minimum address more <br />community involvement, notification and those types of issues <br />b. From the Commission or Staff <br />None. <br />6. Public Hearings <br />Chair Doherty provided a brief summary of the public hearing process for land use cases before <br />the Commission. <br />a. PLANNING FILE 09-013 <br />Request by Donald Plumb for vacation of a portion of right-of-way adjacent to his <br />residential property at 501 South McCarrons Boulevard <br />Chair Doherty opened the Public Hearing for Planning File 09-013 at approximately 6:40 <br />p.m. <br />Chair Doherty asked that Associate Planner Bryan Lloyd review the vacation process as <br />pertained to this specific case, for the benefit of the public. <br />Associate Planner Bryan Lloyd reviewed staff’s analysis of the request by Donald Plumb, <br />for VACATION of land at 502 S McCarrons Boulevard; as detailed in the staff report <br />dated June 3, 2009. <br /> <br />
