Planning Commission Meeting <br />Minutes – Wednesday, June 03, 2009 <br />Page 5 <br />Applicant Representative, John Schueller, 2766 Cohansey, Association President <br />Mr. Schueller briefly reviewed staff’s summary, noting that the homes had been built by <br />the same contractor, with porches and decks added at issuance of the initial building <br />permits, and that no one had advised homeowners of any encroachments. <br />Public Comment <br />No one appeared to speak for or against. <br />Vice Chair Boerigter closed the Public Hearing for Planning File 09-007 at 7:10 p.m. <br />MOTION <br />Member Wozniak moved, seconded by Member Gottfried to RECOMMEND TO THE <br />CITY COUNCIL APPROVAL of the PLANNED UNIT DEVELOPMENT AMENDMENT, <br />EASEMENT VACATION, AND PRELIMINARY PLAT for Owasso Ridge Home <br />Owner’s Association to correct existing nonconformities and create more <br />equitable allowances for the inclusion of patios, decks, and/or porches on each lot; <br />based on the information provided in Sections 4 and 5 and the conditions of <br />Section 6 of the project report dated June 3, 2009. <br />Ayes: 7 <br />Nays: 0 <br />Motion carried. <br />Vice Chair Boerigter advised that the Case was scheduled to be heard at the City Council <br />meeting of June 29, 2009. <br />c. PLANNING FILE 09-015 <br />Request by Twin City Truck Sales for approval of a proposed conditional use of a <br />portion of the property at 2205 County C-2 Road to allow sales of light duty utility <br />trailers at the property <br />Vice Chair Boerigter opened the Public Hearing for Planning File 09-015. <br />Associate Planner Bryan Lloyd reviewed staff’s analysis of the request by Twin City Truck <br />Sales, in conjunction with property owner Cleanco Truck Wash, for CONDITIONAL USE <br />approval to allow the sale of new, light-duty cargo trailers at 20205 County Road C-2. <br />Staff recommended approval of the request for the request by Twin City Truck Sales, in <br />conjunction with property owner Cleanco Truck Wash, for CONDITIONAL USE approval <br />to allow the sale of new, light-duty cargo trailers at 20205 County Road C-2; based on the <br />comments and findings outlined in Sections 5 and 6 of the project report dated June 3, <br />2009; and pursuant to Roseville City Code, Sections 1005.015 and 1014.01. <br />Discussion included definition of light trailers, per Minnesota Statute 169.011, subd. 86; <br />staffs’ use of the Institute of Transportation Engineers (ITE) manual to determine vehicle <br />trip generation from the site and trailer display/sales limited to 3,000 square feet of the <br />total lot area, with any additional footage requiring a more formal traffic analysis by the <br />applicant or property owner allowing for more detailed study by staff; whether “light <br />trailer” would be defined in approving the request; and how to create such a definition. <br />Further discussion included setback area proposed; pervious/impervious materials in the <br />setback area with existing non-conforming use; unmaintained grassy areas adjacent to or <br />within the setback; auto sales as a Conditional Use (Section 7.2 of the staff report); <br />paving of the display area while the non-paved area outside the display area remains <br />noncompliant with City Code, but as a legal, non-conforming use; and determining where <br />the lot ends and areas of encroachment. <br />Applicant Representative, Anthony Trowbridge, 465 Woodruff Avenue; property <br />owner, Jim Trapp, was not present <br />Mr. Trowbridge concurred with Commissioners that landscaping needed to improve; <br />however, noted his limitations as a short-term tenant and not the property owner, and <br />with the property currently for sale.
