<br />Planning Commission Board Meeting <br />City Council Chambers, 2660 Civic Center Drive <br />Minutes - Wednesday, August 05, 2009 <br />1. Call to Order <br />Chair Doherty called to order the Planning Commission meeting at 6:30 p.m. and reviewed the <br />role and purpose of the Planning Commission. <br />2. Roll Call & Introductions <br />City Planner Thomas Paschke called the Roll. <br />Members Present: Chair Jim Doherty; and Commissioners John Gisselquist; Thomas <br />Gottfried; Joe Wozniak; Glenn Cook; and Daniel Boerigter. <br />Members Absent: Commissioner Andre Best <br />Staff present: City Planner Thomas Paschke; and Associate Planner Bryan Lloyd. <br />3. Review of Minutes <br />MOTION <br />Member Wozniak moved, seconded by Member Boerigter to approve meeting minutes of <br />July 01, 2009 as presented. <br />Ayes: 4 <br />Nays: 0 <br />Abstentions: 2 (Gottfried; Cook) <br />Motion carried. <br />4. Public Hearings <br />a. Planning File 09-021 <br />Request by Mike Heffernan, 893 County Road C-2, for approval of a 1,008-square- <br />foot accessory structure as a CONDITIONAL USE <br />Chair Doherty opened the Public Hearing for Planning File 09-021 at 6:34 p.m. <br />Associate Planner Bryan Lloyd reviewed staff’s analysis of the request by Mr. Heffernan <br />for construction of a 1,008-square-foot detached building at 893 County Road C-2; <br />previously approved in September 2007 and having since expired before application for a <br />building permit within the required six (6) month timeframe. <br />As noted in the September 5, 2007 Planning Commission meeting minutes, staff noted <br />that the proposed use was for storage of yard and recreational equipment rather than for <br />daily-use vehicles, requiring no driveway, and with no current impervious coverage <br />ramifications, as detailed specifically in staff-recommended Condition C of the staff report <br />dated August 5, 2009. <br />Staff anticipated no negative ramifications and recommended approval of the request for <br />a CONDITIONAL USE for Mike Heffernan, 893 County Road C-2, to allow construction of <br />the proposed 1,008-square-foot accessory structure; based on the comments and <br />findings of Sections 5 and 6 and the conditions of Section 7 of the staff report dated <br />August 5, 2009. <br />Discussion included clarification of insubstantial impervious surface issues; referencing <br />previous consideration of this case in 2007. <br /> <br />
