<br />Planning Commission Board Meeting <br />City Council Chambers, 2660 Civic Center Drive <br />Minutes - Wednesday, November 04, 2009 <br />1. Call to Order <br />Chair Doherty called to order the Planning Commission meeting at approximately 6:30 <br />p.m.; and reviewed the role and purpose of the Planning Commission. <br />2. Roll Call & Introductions <br /> <br />City Planner Thomas Paschke called the Roll. <br />Members Present: Chair Jim Doherty; and Commissioners John Gisselquist; Joe <br />Wozniak; Andre Best; and Glenn Cook. <br />Members Absent: Thomas Gottfried. <br />Staff present: City Planner Thomas Paschke and Associate Planner Bryan <br />Lloyd. <br />3. Review of Minutes <br />Chair Doherty advised that, due to the lack of a quorum of those attending the October 7, <br />2009 meeting, approval would be deferred to the December 2, 2009 meeting. <br />4. Communications and Recognitions: <br />a. From the Public (Public Comment on items not on the agenda) <br />No one from the public appeared to speak at this time. <br />b. From the Commission or Staff <br />Associate Planner Bryan Lloyd requested an additional item to tonight’s agenda <br />for approval of the proposed 2010 Planning Commission meeting schedule. Mr. <br />Lloyd provided the schedule as a bench handout since it was not included in the <br />packet of materials distributed to the Planning Commissioners prior to the <br />meeting. <br />Chair Doherty respectfully requested due diligence of Commissioners in being <br />cognizant of the dates and start times of monthly Planning Commission meetings <br />to ensure a quorum; and if unable to attend, to alert him or staff of their inability <br />to attend a particular meeting. <br />Chair Doherty announced an invitation by the City of Roseville’s Human Rights <br />Commission (HRC) to participate in a training seminar they were holding on <br />Saturday, November 7, 2009 at 8:30 a.m. at the Harriet Alexander Nature Center <br />(HANC) on Dale Street. Chair Doherty advised that this training was to help <br />Advisory Commissions be more effective and efficient and was made available <br />through a grant to the Roseville HRC from the Minnesota Department of Human <br />Rights, to be facilitated by Global Synergy Group; and was open to all Advisory <br />Commissions in the City, with approximately one (1) hour scheduled for that <br />portion of the training. <br />5. Public Hearings <br />Chair Doherty reviewed the purpose and process of public hearings by the Planning <br />Commission. <br />a. Planning File 09-033 <br />Request by Richard Martin, 2970 Mildred Drive, for approval of a 1,008 <br />square-foot accessory structure as a Conditional Use and a Variance to <br />Section 1004 (Residence Districts) of the City Code to allow the walls of the <br />proposed accessory structure to exceed the 9-foot height limit. <br />Chair Doherty opened the Public Hearing for Planning File 09-033 at 6:39 p.m. <br />Associate Planner Bryan Lloyd reviewed staff’s analysis of the request by <br />Richard Martin, 2970 Mildred Drive, for approval of a 1,008 square-foot <br /> <br />
