Planning Commission Board Meeting City Council Chambers, 2660 Civic Center Drive Minutes - Wednesday, November 04, 2009 1. Call to Order Chair Doherty called to order the Planning Commission meeting at approximately 6:30 p.m.; and reviewed the role and purpose of the Planning Commission. 2. Roll Call & Introductions City Planner Thomas Paschke called the Roll. Members Present: Chair Jim Doherty; and Commissioners John Gisselquist; Joe Wozniak; Andre Best; and Glenn Cook. Members Absent: Thomas Gottfried. Staff present: City Planner Thomas Paschke and Associate Planner Bryan Lloyd. 3. Review of Minutes Chair Doherty advised that, due to the lack of a quorum of those attending the October 7, 2009 meeting, approval would be deferred to the December 2, 2009 meeting. 4. Communications and Recognitions: a. From the Public (Public Comment on items not on the agenda) No one from the public appeared to speak at this time. b. From the Commission or Staff Associate Planner Bryan Lloyd requested an additional item to tonight’s agenda for approval of the proposed 2010 Planning Commission meeting schedule. Mr. Lloyd provided the schedule as a bench handout since it was not included in the packet of materials distributed to the Planning Commissioners prior to the meeting. Chair Doherty respectfully requested due diligence of Commissioners in being cognizant of the dates and start times of monthly Planning Commission meetings to ensure a quorum; and if unable to attend, to alert him or staff of their inability to attend a particular meeting. Chair Doherty announced an invitation by the City of Roseville’s Human Rights Commission (HRC) to participate in a training seminar they were holding on Saturday, November 7, 2009 at 8:30 a.m. at the Harriet Alexander Nature Center (HANC) on Dale Street. Chair Doherty advised that this training was to help Advisory Commissions be more effective and efficient and was made available through a grant to the Roseville HRC from the Minnesota Department of Human Rights, to be facilitated by Global Synergy Group; and was open to all Advisory Commissions in the City, with approximately one (1) hour scheduled for that portion of the training. 5. Public Hearings Chair Doherty reviewed the purpose and process of public hearings by the Planning Commission. a. Planning File 09-033 Request by Richard Martin, 2970 Mildred Drive, for approval of a 1,008 square-foot accessory structure as a Conditional Use and a Variance to Section 1004 (Residence Districts) of the City Code to allow the walls of the proposed accessory structure to exceed the 9-foot height limit.
