Department Approval <br />� <br />Item Description: <br />BACKGROUND <br />g�� <br />� <br />REQUEST FOR COUNCIL ACTION <br />Date: 03/08/10 <br />Item No.: 7.j <br />City Manager Approval <br />Adopt a Resolution in Support of a Noise Wall Along Highway 36 <br />At the January 25, 2010 meeting, the City Council received a petition from some of the residents in the <br />neighborhood directly north of Highway 36 and west of Rice Street requesting that they reconsider their <br />support for the construction of a noise wall on the north side of Highway 36 between Rice Street and <br />Western Avenue. Specifically, they requested that the wall be eliminated between Marion Street and <br />Western Avenue. The Council indicated support for elimination of the noise wall west of Marion Street <br />after hearing from residents who had supported the petition at its February 8, 2010 meeting. <br />The Calibre Ridge Townhome ownership group requested Ramsey County and MnDot perform <br />additional noise modeling to determine the lowest height noise wall that meets minimum noise reduction <br />standards. The final modeling at the planned location indicates that a 12 foot high noise wall will meet <br />minimum noise reduction standards. The Calibre Ridge ownership group is supportive of constructing a <br />noise wall at the 12 foot nominal height as indicated to the City Council at your March 1,2010 special <br />meeting. MnDot requests the City Council adopt a resolution of support for the final height and location <br />of the noise wall. We have attached a resolution of support for the Council's adoption. (Attachment A) <br />We have also attached a drawing of the location of the modified wa1L (Attachment B) <br />We have provided the location and height information to residents on Marion St. who requested it. <br />Ramsey County and city staff are meeting with some of the residents on March 4th to discuss the design <br />information for the final plan for the wall and drainage improvements. <br />POLICY �BJECTIVE <br />. The City of Roseville participates in the planning of regional transportation projects to ensure local <br />. interests are addressed and that negative environmental impacts to the community are mitigated to the <br />. extent practicable. <br />. FINANCIAL IMPACTS <br />. The noise wall cost will be paid for by Ramsey County and MnDOT as a part of the overall project cost. <br />. STAFF RECOMMENDATION <br />. Staff recommends that the City Council adopt the attached resolution in support of a 12 foot nominal <br />. height noise wall. <br />.
