� i, <br />REQUEST FOR COUNCIL ACTION <br />Department Approval <br />� <br />Date: Mar 8, 2010 <br />Item No.: �� � <br />City Manager Approval <br />Item Description: Approval of Joint Powers Agreement (JPA): <br />Minnesota Department of Public Safety Bureau of Criminal <br />Apprehension (BCA) and the Roseville Police Department Addressing <br />the Terms of RPD's Access to the Criminal Justice <br />Data Communications Network (CJDN) <br />BACKGROUND <br />The Roseville Police Department (RPD) has a long standing Agreement with the Minnesota <br />Department of Public Safety, specifically the Bureau of Criminal Apprehension (BCA) that <br />allows the RPD full access to the Minnesota Criminal Justice Data Communications Network <br />(CJDN), the proprietary link for available criminal justice data. CJDN is a system, including the <br />equipment, facilities, procedures, agreements, and organizations thereof, for the collection, <br />processing, preservation, or dissemination of criminal justice information. <br />Law enforcement agencies in Minnesota query CJDN for information as pertains to national and <br />� state criminal justice data. In other words, it is our link to all available criminal justice data <br />� nationwide. <br />� The last CJDN JPA was executed in 2003; the BCA has updated the attached JPA to reflect <br />� advances in technical transmission of data. <br />1 POLICY �BJECTIVE <br />�E The Roseville Police Department meets all requirements as set forth by the Minnesota <br />� Department of Public Safety in the attached JPA. <br />1 BUDGET IMPLICATIONS <br />2 None. The RPD is currently subscribed to CJDN at a cost of $840 per quarter. That rate has been <br />2 in effect for no less than ten years and will not change because of this updated JPA. <br />2 STAFF RECOMMENDATION <br />2 The police department recommends that the Council approve the JPA and allow for the required <br />2 City of Roseville signatures, specifically the City of Roseville Mayor and City of Roseville <br />Manager (per MN Statute 412.201).
