Department Approval <br />� <br />:;i-. ;z _ ,w> <br />��i <br />� <br />REQUEST FOR COUNCIL ACTION <br />Date: 03/08/2010 <br />Item No.: $� 1 <br />City Manager Approval <br />Item Description: Approve a Resolution and Contract Accepting Grant Funds from Ramsey <br />County's Environmental Response Fund Grant for Environmental Cleanup <br />Associated with the Twin Lakes Infrastructure Projects <br />BACKGROUND <br />As part of Ramsey County's Environmental Response Fund (ERF) November 2009 funding round, the City <br />applied for grant funds to assist with the environmental remediation of the right of way associated with the Phase <br />2 infrastructure project in the Twin Lakes redevelopment area. <br />On December 1, 2009, Ramsey County awarded the City $180,570 in grants funds. This grant will reimburse the <br />City for environmental cleanup costs that will be incurred as part fo the Phase 2 project. <br />To accept this grant, the City must adopt a resolution authorizing the execution and delivery of the grant and <br />enter into a grant contract with the County. See Attachment A to review the draft resolution and Attachment B to <br />review the contract. This is the County's standard ERF contract. The City's attorney has reviewed this contract. <br />On December 21, 2009, the City approved a contract accepting the $30,000 ERF grant for the Phase 1 <br />infrastructure project. Ramsey County is requiring that we also have a resolution accepting authorizing the <br />execution and delivery of that contract. The County has agreed to allow us to accept both grants with the same <br />resolution, which is attached to this report as Attachment A. <br />POLICY OBJECTIVE <br />By accepting the grant from Ramsey County's ERF, the City is fostering environmental cleanup of polluted land <br />through partnerships with funding agencies, which is supported by Policy 43 of the Economic Development and <br />Redevelopment Chapter of the City's 2030 Comprehensive Plan. <br />FINANCIAL IMPACTS <br />There are no negative financial impacts for the City by accepting this grant. The City will receive a positive <br />financial impact in that it will be recuperating up to $180,570 in environmental cleanup costs that are expected to <br />be expended as part of the Phase 2 project. <br />STAFF RECOMMENDATION <br />Staffrecommends that the City Council accept the $180,570 ERF grant. These funds will help defray the <br />environmental cleanup costs incurred for the Phase 2 infrastructure project. <br />REQUESTED COUNCIL ACTION <br />By motion, approve both a resolution authorizing the execution of grant agreements for ERF grants associated <br />with the Phase 1 and 2 infrastructure projects within the Twin Lakes redevelopment area and a contract accepting <br />Page 1 of 2 <br />
