1 (v) Adversely changes other chemical, biological, thermal, or physical condition, in any surface water or
<br />2 stream channel;
<br />3 (vi) Degrades the quality of groundwater; or
<br />4 (vii) Harms human life, aquatic life, or terrestrial plant and wildlife; A Pollutant includes but is not
<br />5 limited to dredged soil, solid waste, incinerator residue, garbage, wastewater sludge, chemical waste,
<br />6 biological materials, radioactive materials, rock, sand, dust, industrial waste, sediment, nutrients,
<br />7 toxic substance, pesticide, herbicide, trace metal, automotive fluid, petroleum-based substance,
<br />8 wastewater, and oxygen-demanding material.
<br />9 X18. POLLUTE: To discharge pollutants into waters of the state.
<br />10 ~ 19. POLLUTION: The direct or indirect distribution of pollutants into waters of the state.
<br />11 ~-9-20. PREMISES: Any building, lot, parcel of land, or portion of land whether improved or
<br />12 unimproved including adjacent sidewalks and parking strips
<br />13 ~ 39:21. SANITARY SEWER: a pipe, conduit, or sewer owned, operated, and maintained by the City and
<br />14 which is designated by the Public Works Director as one dedicated to the exclusive purpose of
<br />15 carrying sanitary wastewater to the exclusion of other matter
<br />16 ( 322. STATE DESIGNATED WATER USES: Uses specified in state water quality standards.
<br />17 ?~23. STORM DRAINAGE SYSTEM: Publicly-owned facilities by which storm water is collected
<br />18 and/or conveyed, including but not limited to any roads with drainage systems, municipal streets,
<br />19 gutters, curbs, inlets, piped storm drains, pumping facilities, retention and detention basins, natural and
<br />20 human-made or altered drainage channels, reservoirs, and other drainage structures.
<br />21 I 33-24. STORM WATER: Any surface flow, runoff, or drainage consisting entirely of water from any
<br />22 form of natural precipitation and resulting from such precipitation.
<br />23 ~ ?4-25. SURFACE WATERS means all waters of the state other than ground waters, which include
<br />24 ponds, lakes, rivers, streams, wetlands, ditches, ,and public drainage systems except those designed
<br />25 and used to collect, convey, or dispose of sanitary sewage.
<br />26 ~ ?5:26. STORM WATER POLLUTION PREVENTION PLAN (SWPPP): A document which describes
<br />27 the Best Management Practices and activities to be implemented by a person or business to identify
<br />28 sources of pollution or contamination at a site and the actions to eliminate or reduce pollutant
<br />29 discharges to Storm water, Storm water Conveyance Systems, and/or Receiving Waters to the
<br />30 Maximum Extent Practicable.
<br />31 ( ?-6-27. VEHICLE: Any "motor vehicle" as defined in Minnesota Statutes. Also includes watercraft,
<br />32 trailers and bicycles.
<br />33 ~ 328. .WATERCOURSE: A natural channel for water; also, a canal for the conveyance of water, a
<br />34 running stream of water having a bed and banks; the easement one may have in the flowing of such a
<br />35 stream in its accustomed course. A water course may be dry sometimes.
<br />36 ~ ?~29. WATERS OF THE STATE: All streams, lakes, ponds, marshes, watercourses, waterways, wells,
<br />37 springs, reservoirs, aquifers, imgation systems, drainage systems and all other bodies or
<br />38 accumulations of water, surface or underground, natural or artificial, public or private, which are
<br />39 contained within, flow through, or border upon the state or any portion thereof.
<br />40 ~ X30. WASTEWATER: Any water or other liquid, other than uncontaminated storm water, discharged
<br />41 from a facility or the by-product of washing equipment or vehicles
<br />42 C. Applicability
<br />43 This ordinance shall apply to all water entering the storm drain system generated on any developed and
<br />44 undeveloped lands unless explicitly exempted by the City Council.
<br />45 D. Administration
<br />46 The Public Works Director is the principal City official responsible for the administration,
<br />47 implementation, and enforcement of the provisions of this ordinance. The Director may delegate any or
<br />48 all of the duties hereunder
