Where the community interest ends and where <br />does mine begin? I have no answers only worries. <br />Clause 5.2 clearly states what is discussed above and amounts to <br />saying that the safety is the issue But I have showed that whatever it <br />may be it is definitely not the safety that is involved. I have attached <br />data that proves otherwise. I have also attached my own <br />compilations (see Attachment B) and neither indicates any extra <br />normal change to the traffic patterns in the parking areas under <br />consideration. Indeed there is no traffic. I sit right by the area in <br />question each day and have not seen any traffic worthy of notice. <br />Clause 5.3 <br />I would like to take a special note of the clause 5.3 subsection <br />`impact on traffic' <br />Public Works staff has determined that the utilization of the space <br />`unnecessarily' increases the potential for traffic conflict. I have <br />several observations: <br />1. I am intrigued by the word `Unnecessary'. What does that <br />mean? Does it mean that if my business was generating say a <br />large cash flow the city would consider it `necessary' risk? <br />Does it mean some other activity that was so noble that the <br />community would have to take the necessary risk? I think <br />when safety is concerned it is not necessary or unnecessary, <br />it is paramount. This observation really has nothing to do with <br />the discussion in hand. I just thought it may be of interest to <br />point out that this is an unfortunate use of the terminology <br />because then we are talking about which people are <br />dispensable and which are not and which can be sacrificed <br />and which cannot. <br />But let us get past the `unnecessary' risk. Let us examine where the <br />risk comes from and where it may go. <br />Autumn street has no traffic as you can see from my compilations <br />(se Attachment B). From Lexington Avenue where it intersects <br />Autumn Street to the line of first parking spot is over 55 feet. I <br />measured it. The car that is going to park in the lot is coming from <br />the Lexington. That is going to be a simple right turn from the North <br />and a left turn from the South. Neither turn can cause a traffic <br />
