2 <br /> <br />7. Public Hearing <br /> <br />None <br /> <br />8. Action Items: <br /> <br />a. Request for Housing Redesign Assistance – 1184 Eldridge (HF0053) <br /> <br />Chair Majerus asked for a summary on the a pplication and request for Housing Redesign <br />Assistance. Executive Director Bennett provided a summary of the program and eligibility <br />criteria. Ms. Bennett noted that an applica tion for design assistance was received for 1184 <br />Eldridge in Roseville and reviewed against the elig ibility criteria. The program meets the criteria <br />for assistance and received approved from the DRC with a request that additional review be <br />provided once an architect is hired and sketch plans have been prepared. <br /> <br />Member Maschka asked how often is the eligibility criteria reviewed by the HRA. Bennett noted <br />that the HRA modified the criteria significantly in 2005 and that the minimum valuation figure is <br />adjusted each year to reflect market a ppreciation. The increase is 8% per year. <br /> <br />Member Kelsey asked if a requirement can be adde d to the approval that the funds be used within <br />6 months to make sure that if they decide to not move forward once the designs are prepared that <br />they will be available for other eligible project s that may be more ready to move forward. <br /> <br />Member Pust asked about the valid ity of the income criteria and is staff confident that we are <br />meeting the target for the program. <br /> <br />Motion : Member Maschka moved, seconde d by Member Pust, to approve the Housing <br />Redesign Program Application for owners at 118 4 Eldridge Avenue in Roseville with the <br />contingency that preliminary architectural plans are reviewed by the City Development <br />Review Committee, the HRA staff is provi ded with the required homeowner and <br />architect signed agreements and th at the funds are used by July 2007. <br /> <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br /> <br /> <br />b. Recommendation Regarding the Establishment of a Housing Improvement Area <br />for Westwood Village I – tabled from 10/17/06 meeting. (HF0052) <br /> <br />Executive Director Bennett noted that this item was tabled at the October HRA meeting to enable <br />additional information on the project, income and ne ed for improvements. In addition, the City <br />Council discussed the project at the work session on Nov 20 regarding the source of funds to use <br />for the project. The HRA has been asked to make a recommendation to the City Council with <br />regards to how this project meets a public need and how it fits into the HRA’s housing plan and <br />goals with the understanding that the HRA does not have the upfront dollars to fund the project. <br /> <br />Member Masche noted that he did have some expertise regarding securi ng private financing for <br />associations and that banks are becoming more inclined to fund the projects with reasonable
