RHRA_Bylaws\Officiers (01-16-07) - Page 1 of 2 <br />REQUEST FOR HRA ACTION <br /> <br />Date: 01-16-07 <br />Item No: 8.a. <br />Staff Approval: Agenda Section: <br /> CB Action Items <br />Item Description: Approval of By-Laws a nd Election of Officers for the Housing & <br />Redevelopment Authority in and for the City of Roseville for 2007 <br />(HF0056) <br /> <br /> <br />1.0 Background <br /> <br />Per State Statute 469.011 - Authority operations, the HRA shall elect officers, adopt bylaws <br />and set regular meeting dates that are open to the public. <br /> <br /> 469.011 Authority operations. <br /> <br /> Subdivision 1. Powers in commissioners; quorum. The pow ers of each authority shall <br />be vested in its commissioners in office at any time; a majorit y of whom shall constitute a <br />quorum for all purposes. <br /> <br /> Subd. 2. Officers; bylaws. Each authority shall select a chair and a secretary from <br />among its commissioners and shall adopt bylaws and other rules for the conduct of its <br />affairs that it deems appropriate. <br /> <br /> Subd. 3. Meetings. The regular meetings of an authority shall be held in a fixed <br />place, except that meetings of a multicounty authority may be h eld anywhere within the <br />boundaries of the area of operation of the authority or within any additional area where the <br />authority is authorized to undertake a project, and shall be op en to the public. <br /> <br />Attached is the Housing & Redevelopment Authority By-Laws as approved in 2006 and <br />draft approving resolution for 2007. Items that should be reviewed annually include the <br />regular meeting dates and times and election of officers. Election of the Chairman, Vice <br />Chairman and Secretary must be HRA Board memb ers. The Executive Director can not be a <br />Board member. <br /> <br />Elections can be done by a nomination proce ss. Any HRA member can be nominated by <br />another Board member. However, the member nominated must accept the nomination to be <br />considered. If more than one member is nominated for the same board position, there must <br />be a vote of the Board individually. Otherwise, the vote for all members nominated for
